Duties

  • Serves as a project member for complete hydrologic investigations by planning, conducting, and reporting on interpretive on limited independent studies or contributing to large, expansive studies.
  • Collects, interprets, analyzes, and evaluates hydrologic data.
  • Uses comprehensive process or computer models to conduct and simulate hydrologic analysis and inform operations.
  • Develops, modifies, and utilizes relational databases and related applications to maintain hydrologic data for conducting operational support and planning analyses.
  • Conducts planning, review, and evaluation of multi-basin, multi-aquifer investigations which includes predictive water quantity and quality numerical modeling and adherence to all management-based water resource policies.
  • Provides current information on resource management and technical requirements.
  • Performs analyses and evaluations and formulates scientific findings.
  • Discusses agreements, study methods, approach, techniques, and desired results with management and representatives of cooperative agencies to implement hydrologic studies.

Appointment to this position will not convey permanent status in the Federal service and will be for a period non-to-exceed 13 months with possible extension up 4 years without re-announcement.

In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.

Basic Requirement:
A.) Bachelor’s degree in physical or natural science, or engineering that included at least 30 semester hours in any combination of courses in hydrology, the physical sciences, geophysics, chemistry, engineering science, soils, mathematics, aquatic biology, atmospheric science, meteorology, geology, oceanography, or the management or conservation of water resources. The course work must have included at least 6 semester hours in calculus (including both differential and integral calculus), and at least 6 semester hours in physics. Calculus and physics, as described above, are requirements for all grade levels

B.) A combination of education and experience-course work as shown in “A” above (30 semester hours or the equivalent in any combination of courses as specified in “A” above which must include at least 6 semester hours or the equivalent in calculus (including both differential and integral calculus), and at least 6 semester hours or the equivalent in physics), plus appropriate experience and/or additional education for a total of 4 years. The education or combined education and experience must be comparable in type, scope and thoroughness to that acquired through successful completion of a 4-year course of study as described in “A” above.

EXPERIENCE: In addition to meeting the Basic Requirements above, You must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that is equivalent in difficulty and complexity as indicated by the following examples: Member of the Interdisciplinary team and reviews and writes parts of NEPA documents. Working on issues where solutions require a proven understanding of hydrologic complexities or ground or surface water flow. Provides current information on resource management and technical requirements. Working with other stakeholders to advise on water related projects and is a point of contact for water related issues. Understanding of laws and regulations regarding water resources.

EDUCATION: Meeting the Basic Requirements above AND successfully completed three years of progressively higher-level graduate education leading to a Ph.D. degree.

COMBINATION of EDUCATION and EXPERIENCE: Meeting the Basic Requirements above AND you may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Only graduate education in excess of second graduate year is creditable.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must meet all qualification requirements by the closing date of the announcement.

Physical Demands: The work regularly combines both office and field assignments. Field work requires physical exertion, such as log periods of standing, or recurring and considerable waling, stooping, bending, crouching, crawling, and climbing such as in regular and periodic construction activities and field inspections. Work may also include frequent lifting of moderately heavy items weighing less than 50 pounds. Field assignments may also involve operating small watercraft, driving motor vehicles to work sites, some of which may be remote, and include overnight stays in remote locations.

Work Environment: The work is usually performed in an office setting. However, work time may also be spent periodically visiting field sites. Field site visits are typically performed in either an outdoor setting subject to weather changes, diverse terrain, and safety hazards associated with working around complex features and/or construction, or an industrial setting subject to noise, fumes, and moving machinery. Both setting may require the use of personal protective equipment. Safety precautions and protocols are observed at all times and the scientist complies with safety instructions and regulations and ensures individual and others’ safety by promptly reporting unsafe acts, unsafe conditions, and accidents to the supervisor.

Education

This position has a positive education requirement which requires that you have a degree in physical or natural science, or engineering that included at least 30 semester hours in any combination of courses in hydrology, the physical sciences, geophysics, chemistry, engineering science, soils, mathematics, aquatic biology, atmospheric science, meteorology, geology, oceanography, or the management or conservation of water resources. Or a combination of education and experience—courses equivalent to a major, as shown above, plus appropriate experience or additional education.
