You will be a key subject matter expert in the areas of climate resilience, international funding mechanisms that support adaptation, and governance issues, particularly public finance management, in developing countries. You will facilitate program management and contribute to the development of high quality research products that are designed to influence targeted audiences.
Your primary responsibility will be to anchor a three-year project in collaboration with the International Budget Partnership designed to ensure that funds for climate adaptation in Africa are managed with full transparency and accountability in order to create sustainable futures, especially for poor and marginalized people. The project’s overall objective is to encourage governments to adopt, implement and rigorously track progress toward meeting more ambitious national adaptation goals. More specifically, you will work with Civil Society Organizations and local governments to build their capacity to track the flow of adaptation finance from the central government to the local level and to engage in decision-making processes around the use of climate adaptation funds. The ultimate goal is to ensure that the use of funds for adaptation leads to people and communities that are more resilient to the impacts of climate change. You will lead on conducting national accountability assessments regarding adaptation financing in select developing countries in collaboration with local partners, and conduct scoping trips to meet with key stakeholders from civil society, government, and donors. Your research will result in publications that will provide an overview of the current accountability landscape, including the role of different institutions in monitoring climate adaptation finance flows and their ability to enhance transparency and accountability. Based on the assessments, you will develop targeted strategies for strengthening the ways in which climate finance is designed and delivered in each of the pilot countries.
You will also contribute climate finance expertise other areas of WRI’s Climate Resilience Practice. CRP was recently established, building from the past work of WRI’s Vulnerability and Adaptation Initiative. The practice is expected to grow significantly over the coming years and to increasingly intersect with work in WRI’s Food, Forests, Water, Climate, and Cities Programs. The practice currently has seven core staff members based in the US and India. Africa is anticipated to be an area of growth. We also collaborate closely with colleagues in WRI’s Finance and Economics Centers and increasingly with colleagues at WRI Brasil.
Your main areas of responsibility will include:
Program/Project Management (40% of time)
- Directly managing outcomes and partnerships
- Monitoring and managing project deliverables; setting and clarifying priorities for global team members
- Monitoring and managing project budget performance, scoping progress according to planned milestones, expenses and revenue, and internal and donor reporting
- Completing institutional and donor reporting (narrative, quantitative and financial) for projects, including project outcomes
Research & Knowledge: (35% of time)
- Leading a major research project on climate finance
- Authoring or co-authoring knowledge products (e.g., reports, briefs, data-products)
- Suggesting and implementing methods that lead to robust and unbiased knowledge products
- Mentoring junior researchers
Program Development (25% of time)
- Contributing to research proposals between a five and six figure fundraising goal
- Identifying and developing funding partner relationships through external outreach; conducting due diligence on feasibility of use through fit-gap analysis
- Seeking opportunities to develop project ideas and proposals with colleagues in CRP, as well as in conjunction with other WRI programs and centers
- Monitoring and complying with sub agreement guidelines
- Contributes to presentations and donor proposals
Additionally, in keeping with WRI’s commitment to gender equity across our programs, the Associate will also be required to identify relevant gender issues, as determined through a gender analysis, and ensure adequate and effective attention to these issues in project and partner development, budgeting and management.
- Masters in related field (e.g. development studies, environmental policy, climate, finance, etc.)
- Minimum 5-7 years of full-time work experience in relevant field, with program implementation and project management experience, of which at least 3 years is direct experience working in developing countries
- Established research track record on climate adaptation and climate finance
- Demonstrated knowledge and experience of working on public finance
- In-depth understanding of domestic public finance management and the international climate finance policy environment and its relevance to adaptation/resilience in developing country contexts
- Prior supervision and mentorship of one or more junior staff
- Exceptionally good communication and interpersonal skills
- Strong quantitative, analytical research skills
- Detail-oriented and organized thinker who can juggle multiple, competing priorities
- Strong team player with ability to work across institutional departments/programs
- Outstanding ability to communicate clearly, passionately, and compellingly to a wide range of audiences
- Strong writing skills for both technical and general audiences
- Experience overseeing and managing budgets
- Ability to travel, especially internationally, approximately 20% of time
- Strong network of relationships and partnerships with major climate finance donors, governments, civil society, and other stakeholders engaged in adaptation finance policy and practice
- Experience with external communications and/or donor management
- Knowledge and experience with monitoring and evaluation methods and techniques
- Fluency in French or Spanish.
Final candidates will be required to take a writing/analytical test.
