The Climate Action Secretariat (CAS) is the central government agency responsible for leading and coordinating research, analysis, development and implementation of programs, policies and legislation enabling mitigation of and adaptation to climate change. CAS works collaboratively across the provincial public sector, other orders of government, research institutions, non-governmental organizations, and professional and industry associations to achieve provincial climate change goals.
The Clean Growth Branch within CAS is responsible for policy development, engagement and research/analytical projects related to industrial greenhouse gas emissions in BC and is focused on developing, supporting, implementing, reviewing and improving industrial climate policy and/or programs. The Clean Growth Branch is responsible for the implementation and administration of the Greenhouse Gas Industrial Reporting and Control Act (GGIRCA) and its regulations and leads the development, implementation and management of the CleanBC Program for Industry, including the CleanBC Industrial Incentive Program and the CleanBC Industry Fund.
As a member of the Clean Growth Branch, the Senior Policy Analyst plays a key role in the development and operation of the CleanBC Program for Industry to support British Columbia’s transition to a clean energy, low-carbon economy. The Senior Policy Analyst initiates, and is assigned to, complex policy or program development projects as well as responds to issues related to the Ministry’s mandate and associated policy initiated by other Ministries, provincial government agencies or stakeholders. This position leads the research, development and processing of industrial climate policy through all required stages. In this position, the Senior Policy Analyst would coordinate and lead the research, analysis, development and implementation of strategic policies and procedures for a significant ministry program, including stakeholder engagement and partnerships. You must be able to work independently and effectively with external stakeholders, executive, other ministries, jurisdictions and decision-making bodies.

- Degree in engineering, public administration, business administration, law, economics, social sciences, natural resource management or equivalent and at least 3 years of cumulative experience in the following:
- Experience in stakeholder consultations.
- Experience in the development of legislation, regulation and/or policy.
- Experience in planning and coordinating complex projects/assignments.
- Experience in concisely and persuasively writing a range of documents/content.
