2. ORGANIZATION BACKGROUND:
 

Our client is a respected, International Development Agency (IDA), that works across the globe to promote children’s survival, protection and development.

PROJECT BACKGROUND:

The Government of Odisha is implementing national flagship programmes of Jal Jeevan Mission (JJM) / BASUDHA and Swachh Bharat Mission. The Swachh Bharat Mission have been implemented as nation- wide campaign/ Janandolan of the Government of India to eliminating open defecation during the period 2014 to 2019 through mass scale behaviour change, construction of household-owned and community- owned toilets and establishing an accountable mechanism of monitoring toilet use. All the States and Union Territories in India had declared themselves as “open-defecation free”(ODF) during 2019. Odisha had also declared ODF based on self-declarations made by GPs and districts. Having achieved the outcomes of ODF, in SBM (G) Phase II focus is now on sustaining ODF behaviours and Solid and Liquid Waste Management. There is a need to strengthen state institutions to capacitate programme managers on emerging WASH priorities.

Having achieved the outcomes of ODF, focus is now on SBM (G) Phase II activities which includes that  ODF behaviours are sustained, and every village has access to SLWM. These activities will be monitored on the basis of output-outcome indicators such as number of villages covered with solid waste management, number of villages covered with grey water management, number of Blocks having Plastic Waste Management Unit, number of districts covered with Faecal Sludge Management (FSM), number of IHHLs built, number of community toilets built, percentage of villages confirmed as ODF after 2nd or subsequent verification, percentage of villages having minimal littering, percentage of villages having minimum stagnant water, percentage of districts having FSM arrangement, percentage of Blocks having Plastic Waste Management Unit.

JJM has been launched by Ministry of Jal Shakti, GoI in partnership with States, to  enable every household in villages to have Functional Household Tap Connection (FHTC) in the next 5 years. Govt. of Odisha has planned to provide 70LPCD to all households, institutions and public places in State specific scheme name of BASUDHA. It is envisaged that with FHTC, each household will have potable water supply in adequate quantity of prescribed quality on regular and long-term basis. To implement the mission, institutional arrangements at various levels have been made and State’s RWS Departments are to play a critical role. In villages, local communities are encouraged to participate and take ownership of water resource management, water supply, and grey water treatment and its reuse. The role of Gram Panchayats and SHGs/ VOs/ CBOs/ NGOs, youth groups is important to achieve this in addition to RWSS, PR&DWD and financial convergence with funding sources likes MGNREGS, SBM, MPLAD, MLALAD, DMDF, donations, CSR funds, etc. to be made. To make water everyone’s business, the mission needs strive to build partnerships with development partners, academic & technical institutions and work together to achieve long term drinking water security.

The Key training and technical institutions have critical role to build capacity at various level to support both flagships. Ministry of Panchayati Raj, Govt. of India and State Govt. have taken various initiatives towards Localization of Sustainable Development Goal (LSDGs) through Panchayati Raj Institutions (PRIs) by adopting thematic approach aggregating 17 Sustainable Development Goals (SDGs)) into nine board themes to localization SDGs at Grass Root level through “Whole of Govt. and Whole of Society Approach”. Out of 9 themes, Water Sufficient Gram Panchayat (Theme-4) and Clean and Green Gram Panchayat (Theme-5) is related to flagship program of Jal Jeevan Mission and SBMG phase-II. Accordingly the Panchayat Development Planning process has been revamped in the light of LSDGs.

SIRD & PR is one of the Key Resource Center identified for Swachh Bharat Mission by Ministry of Drinking Water and Sanitation and OWSM, the centre is supporting capacity building programmes at state and district level. GoO is making efforts to strengthen as centre of excellence for WASH capacity building and communication, and IDA is supporting to revamp the SIRD &PR. For SBM II and JJM the role of SIRD is very critical, which is not only limited to capacity building, but it would require skilled resource to support effective monitoring and evaluation of SBM implementation in the state. Both the flagships have capacity building components which would include programme planning, technical components, rollout processes as well as software part to mobilise communities. SIRD&PR would be used as key institutions to support on capacity building part. IDA is providing technical support to government to strengthen SIRD&PR and OWSM on planning, implementation and monitoring of WASH flagships. To support on the strengthening of state level capacity building institutions like SIRD under PR&DWD, IDA Odisha seeks qualified and experienced person to support Capacity building for Water Sanitation Hygiene.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Reporting to SIRD and WASH Specialist, IDA, the State Capacity Building Consultant shall be responsible for providing technical support to IDA in coordination to PR&DW Department and responsible for planning and rolling of capacity building plans for BASUDHA/ JJM and SBM-(G)-II.

Key Deliverables:
(1) Developing of training modules, training Schedules of different training programmes to be undertaken for building capacity of the stakeholders;
(2) Planning for creating awareness among masses with respect to WASH and development of IEC materials for awareness generation;
(3) Developing strategies for building the capacity of response forces at different levels, State to community level;
(4) Ensure proper quality control is provided to all training and capacity building undertakings under the project through regular monitoring and evaluation, in-process and after-action reviews and by obtaining feedbacks from trainees;
(5) Develop a resource library (including an e-library) augmenting it with training and reference materials, articles, publications, manuals;
(6) Set up a system for update and maintenance of a roster of master trainers relevant to the thematic areas;
(7) Liaising with other staff members and other members for establishing training related gaps as the training starts;
(8) Perform other duties as and when required by the SIRD and IDA.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
 

Qualification:
Applicant must have a Graduation in Engineering or PG Diploma/Degree in Social Sciences/WASH.

Experience:
(1) Minimum 10 years working experience on Rural development sector;
(2) Preference will be given to candidates having experience of working with Odisha state government;
(3) Sound knowledge & experience in water, sanitation and hygiene activities is a must, experience of working on WASH sector is an asset;
(4) Good understanding of the national flagship programs on water under Swachh Bharat Mission /Jal Jeevan Mission is desirable

Skills and Competencies:

(1) Fluency in both oral and written communication in English. Knowledge of Oriya is an asset;
(2) Proficiency in computer skills like use of MS Office, conversant with use of internet for emails and sharing documents;
(3) Knowledge on JJM-MIS / WQMIS is an asset;

5. ESTIMATED TRAVEL: Approximately 2 days in a month for achievement of the listed deliverables
 

6. NATURE OF ENGAGEMENT:

The State Capacity Building Consultant under JJM (SCBC-JJM) shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.

7. REMEUNERATION:

Remuneration payable to the selected candidate in the form of professional fees shall be attractive and in alignment with market norms.
