INFLUENCING PASTORAL NATURAL RESOURCE MANAGEMENT IN THE CONTEXT OF CLIMATE CHANGE AND RISK REDUCTION

Action Africa Help International (AAH-I) is a regional not for profit humanitarian and development organization with a mission of improving the quality of life of livelihood challenged communities. AAH-I has country Programs in Kenya, Somalia, South Sudan, Uganda, Zambia, Djibouti and Ethiopia. AAH-Kenya, an affiliate Country Program of AAH-I, addresses development challenges in partnership with marginalized communities in Arid and Semi-arid areas (ASALs) and low income urban and rural settings. AAH-Kenya supports pastoral communities in Narok West Sub County to sustainably improve their social and economic livelihoods.
2.0: Consultancy background
Many pastoralist communities in East Africa experience persistent poverty, social and political marginalization, land degradation and conflict (although experiences vary widely both within and between pastoral groups and pastoral areas). Pastoralism as practiced traditionally is currently under threat due to various changes brought about by the modern economic framework including land use changes, strict international and internal community boundaries that reduce the space for nomadic lifestyle that used to allow for adaptability to changing weather patterns. Traditional coping mechanisms are therefore no longer sufficient for the resilience of the communities. This has been exacerbated by climate change that has made weather patterns unpredictable and extreme. Underlying these climatic risk factors are changes in non-climate contextual trends relating to changes in livelihoods and resource needs that have contributed to reducing pastoralist resilience over time. These trends include a reduction in natural resources and rangeland availability, especially in key dry season grazing areas and increasing population pressures resulting in a constant flow of people moving from highland areas to lowlands in search of productive natural resource.
AAH Kenya has worked with these communities on strengthening their social and economic activities to sustainably improve their livelihoods through supporting livestock production and resource management, women and youth micro enterprise development and promoting alternative livelihood options as coping mechanisms.
3.0: Scope and objective of the consultancy
The consultancy will review the impact of the interventions carried out by AAHI in Narok West Sub-county since January 2015 in relation to behavioral changes that may be attributable directly or indirectly AAHI interventions by examining the Knowledge, Attitude and Practices of the community as relates to Livestock management, women businesses and youth economic activities. In addition, the consultancy should identify livelihood gaps that still exist in the community and that may or may not affect their ability to adopt new knowledge that has been received through the AAHI interventions, propose new interventions to cover these gaps and speak into the overall community resilience in the face of climatic, social and economic changes that have occurred in the area.
The assessment should undertake an in-depth examination of existing data, developing segments, identify gaps and narrow down to new data that should be collected to better understand the context. As such, the consultancy will be expected to be phased as follows;
Phase One: Reflection Phase
During this phase the consultant is expected to work with project team to:
i. Conduct inception meeting to review the TOR and agree on the process
ii. Undertake secondary literature review on pastoral natural resource management in the context of climate change and risk reduction
iii. Review and analyze the existing data using applicable analytical techniques to generalize AAHI program data and develop unique segments to behaviorally inform on on-going and future program priorities
iv. Conduct exit meeting to share the findings and recommendations
v. Develop hypothesis to be tested in phase two.
Phase Two: Data Collection Phase
This phase involves carrying out qualitative research on the various segments to:
i. Current knowledge levels, including future potential to access, share and generate community livelihood systems and natural resources management for risk reduction.
ii. Current vulnerability and adaptive capacity levels, including future potential to access, share and generate relevant skills, abilities, resources for adaptive livelihood options (in light of Natural resource Management i.e. land, water, energy etc.).
iii. Current and potential behavioral practices, skills, capacity for adapting to climate change for improved livelihood strategies and decision making.
iv. Identify and recommend climate smart interventions and community capacity building for climate change adaptation and resilience building.
4.0: Expected deliverables / outputs
AAH Kenya envisages the consultancy will be carried out within 30 days, as outlined below:

5.0: Required Qualifications, competencies and Skills
The applicant should possess the following;
- Consultant/firm with relevant technical knowledge, skills and extensive work experience in conducting behavioral change projects assessments, working with partners to review poverty alleviation projects, preferably with a broad understanding of pastoral communities’ social, political and economic dynamics.
- The consultant / firm must have demonstrated consultancy track record and be recognized as seasoned professional with a high degree of proficiency, extensive experience in Social Behavioral Change Communication (SBCC)
- The lead consultant should have minimum master’s degree in social studies or social anthropology or gender studies or communication or media or development studies etc. with minimum 5 years of experience
- The lead consultant should have previous consultancy experience working in vulnerability and adaptation assessments and project implementation with non-profit organization, for profit organizations and private public partnerships.
- Exceptional analytical and research skills
- Excellent report drafting and communication skills
- Fluent in Kiswahili and English, understanding of “maa” language will be an added advantage
- Ability to work on tight schedules and travel in all-weather terrain
- The lead consultant should commit their time throughout the two phases of the consultancy.
6.0: Bid requirements
Firms/Consultant(s) who meet the requirements stated should submit an expression of interest (maximum of 5 pages), which should include the following:
a. A suitability statement, including commitment to be available for the entire assignment.
b. A brief statement on the proposed 2 phase approach including a detailed work plan for each phase.
c. A detailed financial proposal, including daily cost
d. Updated resume that clearly spells out qualifications and experience for the key Consultant(s). (These can be annexed, and are not part of the statement of expression of Interest)
e. Contacts of 3 organizations that have recently (but preferably in the last 2 years) contracted the firm/consultant(s) to carry out relevant research/survey or related work.
f. The firm must be registered within the laws of the Kenya.
