The Government of Albania has received from the International Bank for Reconstruction and Development (hereby referred to as World Bank) a loan in the amount of US$75 million to support the Ministry of Infrastructure and Energy (MoIE) to implement the National Water Supply and Sewerage Services Sector Strategy 2019–2030 (NSS) which aims improve sector performance and achieve national sector goals.  The loan proceeding will finance the Albania National Water Supply and Sanitation Sector Modernization Program which is structured in three results areas (RAs) which contribute to the NSS’s seven strategic objectives while focusing on (i) improved efficiency and quality of services (objective no. 3), (ii) improved financial sustainability and affordability (objective no. 4), and (iii) increased access to water supply (objective no. 2). The instrument will be Program for Results (PforR) which implies that the implementation of the Program will follow country implementation systems.

This Request for Expressions of Interest refers to the need for an Individual Environmental Consultant for the Program Coordinating Unit (PCU). The objective of this assignment is to ensure that all Project activities at all Project sites are carried out in compliance with the Albanian legal framework and with World Bank  Environmental and Social Standards (ESS) . The National Environmental Specialist will closely cooperate with the National Social Specialist.

She/he will also lead and supervise the PCU’s environmental management obligations in all aspects of environmental risk management, including providing guidance to project and site personnel on technical issues, implementation of environmental risk management practice, documentation and quality assurance.

The contract with the selected consultant will be signed after the Grant Agreement is declared effective. The Consultant will work in the PCU/AKUM premises in Tirana on part-time basis during the assignment time with a maximum 15 working days per month to be agreed among the Coordinator of the PCU and the Consultant based on the workload. The activities described in these TORs shall complete within a period of 12 months following the signing of the consultancy contract, with the option of renewal for the IPF implementation period, based on satisfactory performance.

The consultant should have:

  • A master’s degree or equivalent diploma (DND) as per Albanian legal framework in environmental engineering, environmental science, or natural resources management.
  • Minimum of 10 year of general experience.
  • Minimum of five years of relevant professional experience, including applied private sector experience in Environmental risk management, investment and sustainable investment policies; and designing and delivering training and knowledge products on good practice in Environmental risk management and/or assurance.
  • Familiarity with E&S polices of international institutions especially the World Bank.
  • Have excellent report writing and verbal communication skills.
  • Excellent written and oral communication skills in English language.
  • Have knowledge of grievance handling mechanisms and public participation frameworks and county government.

Applicants that fulfill the qualification requirements will be further evaluated based on the below criteria:

  1.          General Qualification – 30 points
  2.          Adequacy for the assignment – 60 points
  3.          Language – 10 points

The service will be selected under the provisions of the World Bank Procurement Regulations for IPF Borrowers (Procurement Regulations), in investment project financing Goods, Works, Non-Consulting and Consulting Services November 2020, based on the method of Open Competitive Selection of Individual Consultants (IC), Time- Based Contract.
