Assignment Title: Consultancy Service for Study and Prepare a “Comprehensive Framework for Sustainable Groundwater Resources Development, Abstraction Management and Groundwater Modeling Study

The Federal Democratic Republic of Ethiopia (FDRE) has received financing from the World Bank toward the cost of the Second Urban Water Supply and Sanitation Project and intends to apply part of the proceeds for consulting services. The consulting service (‘’ the service ‘’) includes To review Existing Situation, & Groundwater   Studies, conduct Capacity Gap Assessments, to prepare a “Comprehensive Framework for Sustainable Groundwater Resources Development, Abstraction Management and Groundwater Modeling Study. 

  1 Objective of the Assignment: The general objective of the study is to meet exponentially growing water demand of Addis Ababa city, in response to growing population, rapid urbanization, and industrialization, using groundwater resources tackling the prevailing uncertainty of chronic groundwater level lowering, yield decline and quality deterioration of wells by devising comprehensive framework comprising state of the art pragmatic sustainable groundwater management system. The study includes refined geology and hydrogeology data based   groundwater modeling solutions, setting abstraction goals, and thresholds; ensuring sustainable, wise, economic, clean and adequate, conserved and quality ensured use of groundwater in well fields without undesirable and unwanted effects to the environment”.

 2. Scope of Services- The major scope of services /tasks of the assignment are the following:

  • Task 1- Review of Existing Situation, Review    Groundwater   Studies, conduct Capacity Gap Assessments and Training
  • Task 2- Undertaking Data and Information Acquisition and Database Establishment
  • Task 3- Carrying out Geological Frameworks Survey
  • Task 4- Undertaking Hydrogeological Regime Study: Characterization of Groundwater Flow Systems & Hydrogeological Conceptual Modelling
  • Task 5-Elbaorating and establishing Groundwater Regional flow, contaminant/solute (advective –dispersion) transport modelling & contaminants vulnerable aquifers   mapping
  • Task 6- Preparation of Groundwater Atlas of Addis Ababa Area
  • Task 7- Establishment of Groundwater Monitoring Network Design and System establishment
  • Task 8- Establishing Groundwater Resources Sustainability Management System
  • Task 9- Exploring Strategic Prospects of Groundwater Resources, Coordination of interventions/contributions   of major stakeholders and the way forward

Description of Study Area: The study area encompasses existing boundaries of Addis Ababa city administration (as provider on Fig-1a of the ToR), and areas bordering Addis Ababa city Administration official boundary where well fields are developed, and future potential zones have been demarcated. It is encompassing Addis Ababa city administration area and surrounding well fields including Legedadi- Legetafo- Ayat well field, Bereh- Sendafa area well field, North- Fanta & South Ayat well fields, Koye Feche well fields Akaki –Kality area Well fields, Sebeta-Tefki- Holeta Well field and pocket areas within Addis Ababa city. The study area is estimated at about 4960 Km2 where detail study needs to be conducted, however due to some geological, hydrological, hydrogeological, hydro-geochemistry hydraulic etc connections interactions and   taking into consideration significances to the project completeness the area will be extended.       

3. Duration of the Assignment:  The estimated duration of the consulting service is 14 months.

The Addis Ababa Water Supply and Sewerage Authority (AAWSA), Water and Sanitation Infrastructures Development Division Office now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are: -Core business and years in business, qualification, and relevant experience in the field of assignment, organizational and managerial capabilities of the firm, and general qualification and number of key staff but not individual experts’ bio data.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits by World Bank Borrowers dated January 2011 and revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest for consulting services.

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.

 A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method as is set out in the Consultant Guidelines.
