Chief of Party

Deloitte Consulting LLP, headquartered in Arlington, VA, is currently accepting applications from qualified candidates for a Chief of Party for an anticipated multi-year USAID-Ethiopia Climate Resilience Water, Health, and Sanitation (Ethiopia Climate-Resilient WASH) that will be based in Addis Ababa, Ethiopia. The purpose of this project is to accelerate the expansion and sustainability of climate-resilient water services and the adoption of key hygiene and sanitation practices in targeted pastoralist areas in Somali, Oromia, SNNPR, and Afar. The Activity will work to fulfill this purpose through four complementary intermediate results:

1) Professionalize and expand climate-resilient water services;

2) Increase adoption of key hygiene behaviors, including MHH, and ending open defecation;

3) Improve gender power dynamics; and

4) Strengthen the enabling environment for climate-resilient water and sanitation services.

Position Summary:

The Chief of Party will be responsible for:

路 Providing overall project leadership, management oversight, and technical direction.

路 Managing and supervise the work of project personnel, consultants, and subcontractors, including technical implementation, finance, administration, training, and donor relations.

路 Ensuring that all project assistance is technically sound and appropriate.

路 Leading implementation of the strategic, long-term programmatic vision of the project.

路 Overseeing project work planning, performance management, and strategic communications, including with USAID, the Government of Ethiopia agencies, and other development partners.

路 Designing and leading technical activities and deliverables.

路 Managing risks of project implementation and implement risk mitigation techniques.


路 Ten years of progressively responsible professional work experience in an international development organization, national government, or the private sector. A significant portion of the experience should be in the water sector, international water resource management, WASH sector systems and governance, or water supply and sanitation services鈥攅specially in rural areas.

路 Additionally, experience working in and around Ethiopia is highly encouraged.

路 Five plus years of COP experience with multi-year projects, leading and managing technical and operational workstreams

路 Demonstrated track record of providing leadership to complex donor projects. Experience working on USAID-funded projects highly regarded.

路 Advanced university degree (minimum Master鈥檚 degree level) in a relevant discipline.

路 Proficiency in English is required, proficiency in Amharic desirable.

Level of Effort:

This is a full-time position.
