Result of Service

To have a costed capacity plan for the new Ministry of Environment and Climate Change in Somalia. A plan that sets out what capacities and types of capacities are needed to deliver on both the National Development plan and the Ministries new strategy. This plan will also link to the National Adaptation Plan and the National Determined contributions and the National Environmental Strategic Action Plan (NESAP). The plan will also have a clear operational and management approach that sets out how the Ministry will ensure stability; help remove barriers to accessing climate finance and have clear training and capacity building needs.

Duties and Responsibilities

Somalia has been and continues to face an increasing number of threats due to climate change multiplied by extensive environmental degradation, unsustainable land use, widespread deforestation which worsen cyclical droughts and floods. All these factors play a major role in intensifying conflict amid poverty, political instability, and insecurity. Flooding along the Shabelle Watershed has led to death, displacement, destruction of agricultural land and outbreaks of water-borne diseases. Extreme weather conditions have been increasing in frequency and intensity due to climate change. Recurrent floods (and droughts) underscore the need for nature focused interventions to address water and land mismanagement, riverbank breakages, soil erosion and degradation that increase flood risks and food insecurity. Conflict management will benefit from disaster risk approaches, environmental mediation, and resilient water resource management in times of scarcity due to droughts. The gains made through sustained humanitarian actions will be compromised if flood and drought risk continue to be high among the riverine communities along the Shabelle (especially among farmers and agro-pastoralists) with subsequent negative impacting political, social and peacebuilding efforts. According to the 2021 Fact sheet on Somalia by Sipri “There is clear evidence that climate impacts like droughts and floods are worsening livelihood conditions in Somalia, marginalizing affected groups and contributing to grievances and community tensions: with implications for ongoing conflict”. The current UN in Somalia’s mandate from the UN Security Council states: “further recognising the adverse effects of climate change, other ecological changes, natural disasters, among other factors, on the stability of Somalia, including through drought, desertification, land degradation and food insecurity”.
The Federal Government of Somalia has recently setup the new Ministry of Environment and Climate Change with a clear mandate to support adaptation and environmental sustainability. Being a new entity there is a request to support the capacity building of the Ministry to enable it to achieve the goals set out by the setting up of this important Government department.

Objectives, output expectations and performance indicators

UNEP is seeking an International consultant that has expertise in capacity assessments for Ministries of Environment. The objective is to send a multi-disciplined team to Mogadishu to work with the technical teams of the Ministry of Environment and the Leadership to understand priorities and needs of the Ministry. Through a deep understanding and a comprehensive analysis of the needs a clear picture will be pulled together that will provide the Ministry a clear road map for implementing its goals. This work will also help the Ministry to form the units needed and required to meet not only its goals but also help smoothly access and implement climate financing, help in the effective and efficient coordination with federal member states and will help in the technical oversight and delivery of policy and enforcement of environmental regulations.

  1. Conduct analysis of the Ministries plans and strategies including NAP, NESAP, NDC, NDP9
  2. Conduct analysis of current Structures and teams in the Ministry
  3. Conduct analysis of other Federal Government Systems around the world with similar structures that could be used as a model for Somalia.
  4. Conduct stakeholder consultation (for e.g. interviews, focus groups, etc.) and analysis from donors and from partners, UN agencies and CSOs as well as other Government Ministries and departments on the structure, gaps and needs for the Ministry of the Environment.
  5. Provide recommendations on Structure of the different units in the Ministry.
  6. Provide recommendations on Capacity needs and training gaps as well as staffing gaps and technical team’s requirements including costing out the recommended structure and training needs.
  7. Set out a costing methodology for capacity needs and a plan of action for possible funding for the capacity gaps.
  8. Support the design a strategy for implementation of the recommendations and how to implement
  9. Detailed final Report.

Timeframe and deliverables:

  1. An Inception Report which includes a proposal of methodologies and detailed work plan followed by inception meeting
  • Time: 5 days after signing of the contract
  • Payment: 30% after acceptance and adoption of the inception report
  1. Conduct background and literature review and analysis of different country contexts.
  2. Conduct field data collection & stakeholder consultation and key Informant reviews
  3. Draft report
  • Time: 40 days Payment: 20% after presentation of draft report.

5 Presentation of draft report for review and input
6 Uptake of findings by wider group of stakeholders and workshop of creative solution oriented recommendations and produce Final Report

  • Time: 15 days Payment: 50%

Qualifications/special skills

An advanced degree in environmental studies, economics, social and political sciences, development studies, or related field Experience.
At least 8 years’ working experience in relevant sectors by the team lead for conducting similar assignments.
Proven experience in research methods and delivering in capacity building programs working in fragile states and with international ethical standards.
Knowledge of capacity planning and costing methodologies. Proven capacity and experience of Climate financing methodologies and practicalities for ensuring Green climate financing readiness
Proven capacity to plan and manage capacity building operations and logistics.
Knowledge and professional experience in climate security, analysis of climate hazards as well as their impacts.
Knowledge and professional experience in conflict management and state capacity building.
Knowledge and experience in conflict issues in Somalia.
Knowledge/understanding of Somalia environment/institutional dynamics.
Excellent analytical and leadership skills.

Languages

Fluency in English is required with excellent English report drafting skills.
