Objective and Purpose of the Assignment
Assist the PMO on all aspects of water supply and sanitation of tourism and cultural facilities under
the project
Scope of Work
The National Specialist will assist and advise the PMO Manager regarding all aspects of water supply and
sanitation for tourism and cultural facilities under the project
Detailed Tasks and/or Expected Output
The National Water supply and Sanitation Specialist will be recruited for a period of 4 person-months on
an intermittent basis starting from February 2023. He/she will report directly to the PMO Manager and
will work in collaboration with the DED and the TRTA consultants for the Issyk-Kul EMSTDP. He/she will
be responsible for the following:
(i) Assist the PMO on all aspects of water supply and sanitation of tourism and cultural facilities
under the project;
(ii) Organize consultations with local authorities and stakeholders on water supply and sanitation of
tourism and cultural facilities under the project;
(iii) Prepare proposals for connecting tourism and cultural facilities to the water supply and
sanitation system of Cholpon-Ata;
(iv) Monitor the performance of engineering surveys, field and office work performed by the Consultant
JV Egis International for the DED development and cost estimates for tourism and cultural facilities
(information centers, a museum, open tourism facilities, street toilets);
(v) Prepare reports and materials for PMO reporting on the progress of works on tourism and cultural
facilities (information centers, museum, open tourism facilities, street toilets);
(vi) Any other assignments by the PMO Manager related to TOR tasks.
Minimum Qualification Requirements
The National Water Supply and Sanitation Specialist will have a degree from a recognized university in
construction, Water supply and Sanitation, or other relevant discipline combined with specialized
experience in similar undertakings. Experience of work with state construction and water supply
institutions is an advantage.
Minimum General Experience: 10 Years
Minimum Specific Experience (relevant to assignment): 5 Years
