IFPRI is seeking a consultant located in Uzbekistan to conduct a “Situational Analysis of Groundwater Governance in the Ferghana Valley of Uzbekistan”.
Uzbekistan is facing severe climate change impacts and growing water degradation. At the same time, little is known about how groundwater resources are governed at local level by farmers and other water users.
This consultancy will implement field visits to locations jointly identified by the consultant with IFPRI and IWMI using four criteria: have confined groundwater (GW) systems; relatively high community dependence on GW for irrigation; areas where potential overuse will be problematic – where reducing or regulating GW use would be helpful and collective action would make a difference, and areas where the NEXUS Gains initiative is operating.
Specific activities undertaken in the selected sites include discussions with groundwater users and community leaders on current institutions in use in management, observation of irrigated plots, groundwater abstraction infrastructures (wells and mechanized boreholes/storage facilities), and key informant interviews with officials of government agencies in the water and agricultural sectors.
The result of the study will be a situation report that will inform the development of groundwater governance interventions under the NEXUS Gains initiative.
Deliverable :
- Situation report with results from discussions with GW users and Key Informants, information on aquifer structure, key groundwater uses, changes in use over time and institutions in place
Expected Level of Effort: 30 days
Duration of Period: February 25, 2023 – March 25, 2023.

Required Qualifications:
- Advanced degree in social sciences, groundwater management or groundwater geology
- Demonstrated fieldwork experience
- Excellent English language skills
