BACKGROUND / RATIONALE

Government of Chhattisgarh has achieved significant progress under the Swachh Bharat Mission Phase 1 (2014-2019) to increase access to toilet facilities by prioritizing sanitation as represented by GoI’s Swachh Bharat Mission (SBM). However safe management of the faecal sludge (FS) generated in the toilets has emerged as a big issue, and accentuated with the various types of technologies that are used in most settings that include sewers, pit latrines, septic tanks or other onsite sanitation facilities. Thus, disposal of the FS from decentralised systems is an issue and untreated faecal sludge and septage from cities is possible still the single biggest source of water resource pollution in India and could be in Chhattisgarh as well. This led to the need for a national Fecal Sludge and Septage Management (FSSM) policy in 2017, which was adapted by a lot of state governments and city administrations. The FSSM policy of Government of Chhattisgarh, 2017 in line with the National Policy on Faecal Sludge and Septage Management (FSSM) 2017, was developed with six policy goals: (a) Ensuring timely collection and treatment; (b) Ensuring optimum resource recovery; (c)Creating an enabling institutional and regulatory framework; (d)Greater citizen awareness and active participation; (e)Innovation in service delivery and management; (f) Strong partnership network

Government of Chhattisgarh has made major strides in line with the policy and has progressed with setting up of FSTPs in urban areas and UNICEF would be extending technical assistance to UADD institutions and mechanisms towards strengthened scaling up of FSM services in urban areas and to support capacities in the implementation of the State FSSM framework, through setting up of a technical support unit, building partnership networks, working with state government on an enabling institutional and regulatory framework, engage and enhance citizens’ engagement and participation through social and behavioural change communication etc.

In this context, UNICEF State Consultant for Faecal Sludge Management (FSM) – Urban, will technically support UADD, GoC to (a) Increase understanding among stakeholders on the urban sanitation legislative and regulatory context especially with a focus on the FSM value chain; (b)capacity support to relevant state departments, ULB officials, and regional institutions for delivery of effective sanitation services across urban areas in the state with a focus on FSM solutions; (c) effective monitoring, improved coordination and convergent action between urban departments and related stakeholders for co-treatment options and knowledge sharing; (d)Create/ update Faecal Sludge and Septage Management institutional framework including monitoring, O&M, resourcing, and CB mechanisms.

Climate Change & Environmental Sustainability (CCES): The consultant will also be responsible to coordinate actions on CCES vis a vis the sanitation sector (both urban and rural) and with specific focus on FSSM, which are i) Develop a strategy note and follow-up actions with relevant agencies and networks in relation to FSSM-CCES Adaptation Plan ; ii) coordination plan for the integration of CCES in capacity building plans / training materials & modules on sanitation and special focus on FSSM iii) identification of one or two more entry points to have collaborative climate change related priority actions through working with Government sectors and development partners/ relevant UNICEF sections / climate change task force in the state and beyond.

PURPOSE OF ASSIGNMENT

The urban WASH consultancy is to support UNICEF in providing specialised technical support to Urban Administration and Development department (UADD) and select ULBs on FSM and related programmatic and policy interventions including institutional systems strengthening, monitoring and capacity building incorporating financing and CCES specific components, as well as document and disseminate good practices and lessons learned on FSSM and CCES.

OBJECTIVE/S

The main objective of the consulting assignment is to support UNICEF in providing system strengthening, capacity building, knowledge management and evidence generation to UADD, Government of Chhattisgarh on sanitation sub sectors (1) Used Water Management and (2) Fecal Sludge and Septage Management, being implemented by Government of Chhattisgarh under SBM2.0 urban guidelines of Government of India launched in 2021. Consultant will support UNICEF in the development and rollout of capacity building and skill building strategies under the SBM-U 2.0 and will be required to support in strategy development and implementation, data monitoring and analysis, as well as knowledge management and communication.

Further the consultant is expected to support in developing a strategy for integrating CCES components into used water and FSSM subsectors, and related handholding support for Government of Chhattisgarh to roll this out.

MAJOR TASKS TO BE ACCOMPLISHED

  • System strengthening for urban FSSM in Chhattisgarh
  1. Develop/ update Faecal sludge management plan to guide proper management of faecal sludge, which includes household operation and maintenance of facilities, adequate de-sludging of different sanitation facility systems, safe handling and transport of sludge, treatment of sludge, and its safe disposal or reuse including gender.
  2. Conduct Chhattisgarh Urban FSM Analysis – including but not limited to analysis of the local context, FSM situation, stakeholder needs, perceptions, Data Collection and understanding the problems.
  3. Develop Chhattisgarh Urban FSM Management Concept – defining the FSM Planning principles; defining the FSM objectives and criteria; define action time frame, in context define faecal sludge collection, treatment, safe reuse and disposal as well as define stakeholder responsibilities, communication and co-ordination mechanisms and finally develop financial arrangement for sustainability.
  4. Develop a catalogue of environmental sound technical options for Faecal Sludge Management in Chhattisgarh Urban – based on assessment and stakeholder consultation recommend technologies that are sustainable based on but not limited to available skills, supply chain and Chhattisgarh Urban context
  • Develop FSM Monitoring Framework and Implementation Plan – to enable progress tracking to allow for corrective measures when needed throughout the plan life cycle. Inclusive of TORs for implementation of recommended technologies outlining technology specification and contractor skill required as well capacity development plan for stakeholders on recommended technologies.
  • Develop and roll out strategic framework for Urban Sanitation incorporating Climate Change & Environmental sustainability: The consultant will also be responsible to coordinate with urban and rural sanitation teams to deliver actions i) Develop Chhattisgarh specific framework in line  National Adaptation Plan ; ii) coordination for the integration of CCES in capacity building and communication materials taking advantage of UNICEF’s involvement in roll-out iii) identification of one or two more entry points to have collaborative CCES and gender related priority actions in sanitation action plans with specific focus on FSSM subsector.
  • Develop Chhattisgarh Urban FSSM and CCES specific knowledge products – developed from different components of the assignment as agreed with stakeholders for FSM knowledge sharing (SOPS, guidelines, standards, etc), advocacy and visibility.

OFFICIAL TRAVEL INVOLVED (ITINERARY AND DURATION)

The consultant will undertake field visits to UNICEF supported ULBs to achieve completion of deliverables as per ToR. There may be need based travel to other districts of the State (other than UNICEF supported districts) for important joint missions with Government and at New Delhi/ outside Chhattisgarh for supporting system strengthening and monitoring of water security and safety and climate and environment related activities.

20 estimated trips at the rate of 3 days per trip which equals 60 travel days in 24 months.

During the contract, should exceptional, one-off travel be required outside Chhattisgarh State (i.e. to attend a conference, etc.), this travel will be treated as “mission travel” in which case a Travel Authorization will be raised to cover travel costs, allowances and terminals based on CFO approval. In case TA can’t be raised, then a note for record will be raised justifying the travel outside the scope of the ToR, one line to be added to the contract and payment released based on submission of invoices/claims by the consultant.

ESTIMATED DURATION OF CONTRACT (FULL TIME)

Estimated duration -15 February 2023 – 14 February 2025 (24 months) full time contract

The contract will be raised for an initial period of 12 months (15 Feb 2023 – 14 Feb 2024). After the completion of 12 months, the contract will be renewed for the consultant up to another 12 months, on basis of performance review and availability of funds.

QUALIFICATIONS / SPECIALIZED KNOWLEDGE / EXPERIENCE/ COMPETENCIES

  • Engineering Graduate (Civil/Environmental Sciences/ Mechanical) with an advanced/Master’s degree on the same or master’s in urban planning and management/Public Health/Financial management/ Strategic management or any other relevant discipline.
  • 5-8 years of experience with at least 03 years relevant work experience in urban planning, programming and system strengthening.
  • Relevant experience of developing and rolling out FSSM strategy and action plan.
  • Experience of working closely with State/District/ULB officials for a minimum of 2 years.
  • Experience of working on ‘urban sanitation/ FSSM esp. in Chhattisgarh is an advantage
  • Experience with UN/Government/international agencies would be an advantage
  • Ability to speak and write fluently in English and Hindi with excellent documentation and writing skills
  • Computer skills, including MS-Office (MS Word, Excel, Power Point etc.)

Technical Evaluation Criterion : The CVs selected from the open advertisement shall be reviewed along the first 3 points of the table provided below. This would be treated as the Technical Desk Review (TDR) for 30 marks. A Personal Interview (PI) of 50 marks shall be conducted for all the candidates shortlisted based on the TDR. TDR and PI together will form the Technical Evaluation of 80 percentage out of the total 100 percent (56 marks/ 80 marks). Financial bid shall be opened for those candidates only who would be acquiring a minimum of 70% marks (56 Marks) out of the total 80 marks in the Technical Evaluation. 20 marks shall be used for the Financial Evaluation.

Financial Evaluation Criterion: The price/cost of each of the technically compliant proposals shall be considered only after evaluation of the above technical criteria. A maximum 20 point assigned to the financial proposal will be allocated to the lowest financial proposal. All other price proposals will receive scores in inverse proportion according to the following formula:

Score for price proposal A = (Maximum score for price proposal * Price of lowest priced proposal)/Price of proposal A.

As a result of the financial evaluation, the points of each proposal will be taken into further consideration in the final evaluation.
