Project Summary: 

The Yemen Continuous Learning and Evaluation (YCLE) program provides rapidly deployed, robust, on-the ground, in-country oversight of USAID funded development activities implemented in Yemen. The YCLE Contractor supports the prudent use of U.S. taxpayer funds in an efficient and cost-effective manner, with a focus on: (1) Performance and Contextual Monitoring and Verification Services; (2) Evaluation Services; (3) Analysis and Reporting Services; (4) Collaboration, Learning, and Adaptive Management Services; and, (5) Program Support Services. The overall goal of YCLE is to enable USAID/Yemen to become a more effective and adaptive development organization.

Position Summary:

The Water, Sanitation, Hygiene (WASH) Expert will support YCLE’s upcoming direct monitoring visits through providing overall quality assurance for WASH monitoring. The WASH Expert will also ensure YCLE has the most up-to-date information on water quality thresholds, such as free residual chlorine and turbidity, based on WHO guidance and Yemen and context. The Expert will provide technical assistance/training to field monitors as needed when observing WASH facilities or applying water testing and ensuring YCLE work is aligned with environmental and health risks in Yemen such as the cholera outbreak. The expected level of effort for this assignment is 7 days. 

Responsibilities:

  • Design and submit a template and log for water quality testing with all relevant water tests and associated thresholds in line with international standards as well as Yemen specific standards.
  • Review up to three WASH TPM reports and provide insights and recommendations regarding site observation and water test findings.
  • Conduct one virtual orientation with field enumerators on conducting quality tests per WHO guidance.

Qualifications:

  • Bachelor’s degree in Public Health, Civil Engineering, Mechanical Engineering, Geology, Hydrology, Sanitation Engineering, or a field relevant to international WASH related development assistance is required. 
  • Minimum seven years of technical experience implementing WASH programming in a developing country setting is required.
  • Experience in supporting and coordinating water and sanitation studies and baseline assessments.
  • Experience working and coordinating effectively with a wide variety of stakeholders, including national and local government, donors, community-based organizations, and the private sector.
  • Knowledge in water quality testing approaches and technical monitoring of WASH facilities.
  • Familiarity in the Yemen context is preferable.
  • Strong written and spoken English language skills required. Knowledge of Arabic language is preferred.
