The Idaho Department of Environmental Quality (DEQ) is hiring a water quality analyst for our Boise Regional Office. This position implements state water quality standards, policies, procedures, and management activities with private, local, state, and federal agencies and provides surface water representation for the Boise Regional Office.
Example of Duties
- Coordinate total maximum daily load (TMDL) development with watershed advisory groups (WAG) and the Southwest Basin Advisory Group (SWBAG).
- Conduct studies, analyze data, create reports of findings, and develop management recommendations.
- Conduct pre- and post-TMDL monitoring to ensure proper information is included in the TMDL documentation and verify pollutant reductions after implementation.
- Implement state water quality standards, policies, procedures, and management activities with private, local, state, and federal agencies including screening of resource management plans, environmental assessments, environmental impact statements, and miscellaneous project plans associated with mines and/or other resource development projects.
- Assist with regional water quality monitoring activities, including but not limited to, TMDL development; lake data collection, management, and analysis; Beneficial Use Reconnaissance Program; Escherichia coli source evaluation monitoring; cyanobacteria; complaint response; and public swimming areas.
Minimum Qualifications
Possession of a bachelor’s degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management field OR any combination of education and/or experience equivalent to a typical four (4) year bachelor’s degree. For example: Successful completion of sixty (60) semester hours of study, including twenty four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties in completing multiple tasks such as policy research, data collection, interpretation, analysis and preparation of reports and written documents for at least two (2) years can substitute for one (1) year of college.
AND
At least four (4) years’ experience managing and implementing, projects or component(s) of programs that are environmental, regulatory, or administrative in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.
OR
Possession of a master’s degree in any of the above fields AND at least two (2) years’ professional experience managing and implementing, or overseeing projects or component(s) of programs that are environmental in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.
Specialty Minimum Qualifications (required for this position):
- DEQ 3128 Water- Have you gained considerable knowledge of water quality that has been gained through possession of a college degree (or work experience equivalency) AND two (2) years of any combination of post baccalaureate education or work experience interpreting, enforcing, or ensuring compliance with the requirements of the following: Clean Water Act, Safe Drinking Act, and/or state environmental rules? Education/Experience Equivalency: Successful completion of sixty (60) semester hours of study, including twenty-four (24) credited hours in a subject required for the particular degree, is equivalent to two (2) years of undergraduate education; and/or Each two (2) years of qualifying work experience as described on the announcement may be equivalent to one (1) year of undergraduate education.
- DEQ 3131 Water Quality – Do you have knowledge of water quality and 2 years work experience in water pollution monitoring, estimation or control such as: reviewing, designing or implementing; surface water quality monitoring projects, watershed, TMDL evaluation, riparian area, aquatic habitat, water quality, source water assessments, or environmental assessments, pollutant source assessments including municipal, industrial and storm water point sources and non-point source activities such as forestry, mining, agriculture, and grazing? Typically met by possession of a college degree in Natural Resource Management, Forestry, Fisheries, Biology, Chemistry, Limnology, Hydrology, Environmental Science or closely related field; OR education and experience equivalent to an undergraduate degree; AND two (2) years of work experience in water pollution monitoring, estimation or control such as: reviewing, designing or implementing; surface water quality monitoring projects, watershed, TDML evaluation, riparian area, aquatic habitat, source water assessments, water quality or environmental assessments, pollutant source assessments including municipal, industrial and storm water point sources and non-point source activities such as forestry, mining, agriculture, and grazing.

Physical requirements:
- Ability to sit and work on a computer for 2-4 hours at a time
- Ability to reach and bend for filing purposes
- Some periods of heavy reading and typing required
- Ability to lift 30 pounds when working with file boxes
- Some travel may be required
- Must have a valid driver’s license
- Ability to climb ladders, staircases, work on uneven terrain
- Ability to lift and carry up to 30 pounds over rough terrain
- Ability to work in adverse or inclement weather
- Ability to work in extreme hot or cold temperatures both outside and inside
- Must be able to swim and perform field monitoring work without on-site assistance or supervision
