Why does the job exist?

Position will review and assess hazardous waste activities, corrective action documents related to soil and groundwater investigations and remediation, permit applications, and modification for administrative completeness and technical adequacy, prepare public notice documents, conduct oversight of facility activities, review documents prepared by staff for technical accuracy and adequacy, conduct complex engineering and hydrologic evaluations related to environmental site assessment and remediation.

How does it get done?

Conduct review of the documents submitted for RCRA permit and corrective action related activities in accordance with applicable regulations and technical standards and issue approvals, modifications, disapprovals, and rejections. Review documents generated by Hazardous Waste Bureau staff for technical adequacy and provide guidance to technical staff regarding technical and regulatory issues.  Evaluate technical and regulatory submittals from facilities to determine accuracy and appropriateness. Conduct site visits, provide technical and regulatory guidance to permitted facilities and HWB staff.  A high level of technical knowledge, research skills, and practical experience are required.

This job is done for all New Mexicans to protect and restore the environment. This position may have occasional contact with external Federal, State and Local
regulatory bodies as well as contractors and environmental not for profit organizations. This position will have contact with internal staff as well.

Ideal Candidate

Ideal candidate will have an advanced degree in environmental engineering/hydrology/geology with extensive field experience. Must be familiar with preparing or conducting review of technical documents related to environmental site investigations and remediation and also permit preparation, review or interpretation. Must have experience in collecting environmental samples and be capable of analyzing and interpreting soil/soil gas/groundwater and surface water quality data. Be familiar with the use of Geographic Information System software.

Minimum Qualification

Bachelor’s Degree in Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography, Forestry/Forest Science, Conservation Science, Wildlife Science Emergency Management or Engineering and six (6) years of relevant experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience. • Education and years of experience must be related to the purpose of the position.

• If Minimum Qualification requires a specific number of “semester hours” in a field (e.g. 6 semester hours in Accounting), applicants MUST have those semester hours in order to meet the minimum qualifications. No substitutions apply for semester hours.

Employment Requirements

Must possess and maintain a valid New Mexico Driver’s License.  Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment.  In state and out of state travel may be required.

Working Conditions

State of New Mexico employees may be impacted by the Public Health Order dated December 19, 2022, which requires facilities licensed or certified by the Centers for Medicare and Medicaid Services (“CMS”), including all hospital types, long-term care facilities, nursing homes, hospice facilities and rehabilitation facilities, as well as assisted living facilities and adult day care settings, to adhere to all COVID-related requirements prescribed by CMS, including, but not limited to masking and staff vaccination.

Work is performed mostly in an office setting with exposure to visual/Video Display Terminal (VDT) and extensive personal computer, computer equipment and phone usage. Frequent travel is required for meetings, and occasional field work with exposure to inclement weather, and rough terrain. May be required to work at alternate work sites. Must possess and maintain a valid New Mexico Driver’s License in order to driving a state vehicle. This position is located in Santa Fe, NM but may be allowed to work in Albuquerque, NM, depending on operational need.

Work is primarily in an office setting.  Infrequent travel is required (up to 25% of time).  Some exposure to seasonal weather conditions in the field and potential exposure to solid/hazardous and/or radioactive waste.  Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and telephone usage. Ability to climb slopes, stairs and ladders. Normal work schedule Monday through Friday.
