UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support primarily local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will take into account capacities, economies of scale and sector issues.

It has a field office in Cotabato City, the second largest city in Mindanao, southern Philippines, with some 300,000 population. The city is the regional administrative centre of the Autonomous Region of Muslim Mindanao and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoon storms.

How can you make a difference?  

Scope of Work/Tasks:

Under the supervision of the WASH Officer, Chief of Section, Country Office Gender Focal Point and the Regional Gender Advisor/ Oky Business Owner, the WASH Technical Officer for Menstrual Health and Hygiene (MHH) is accountable for the timely and quality implementation of the WASH-MHH program, under the Education   Output 2.3: Adolescent Development, with particular focus on the localization and deployment of the Oky Menstrual Period Tracking App in the Philippines.

1. Project management:

• Provide day-to-day support to in the coordination of all Oky-related initiatives and activities in the Philippines.

• Liaise with relevant UNICEF Philippines Country Office (PCO) and East Asia and the Pacific Regional Office (EAPRO) WASH, Adolescent, and Gender sections.

• Provide regular updates on progress and challenges to core Oky team and relevant UNICEF PCO colleagues.

2. Stakeholder management:

• Support the Oky Philippines Focal Point in tracking agreements and status of action points made with internal and external stakeholders on Oky rollout in the Philippines.

• Facilitate regular check-ins and meetings among collaborators for coordination.

• Attend regular calls and meetings with other Oky markets and implementing partners to share lessons and insights.

• Develop presentation deck on Oky Philippines work for potential partners and internal stakeholders.

• Identify and set up a community of SRH, MHH and GenderTech organisations in the country.

• Hold regular community of practice calls with the SRH, MHH and GenderTech community in Philippines to share insights, get advice, promote and build a community.

3. Technical assistance:

• Provide targeted technical assistance to implementing partners based on agreed scope and timeline.

• Provide deployment support to key implementing partners, such as:

o Piloting in Mindanao (BARMM).

o technical advisory on content creation/updating, adaption and translation.

o user analytics and reporting on user engagement of Oky Philippines.

• Facilitate DepED adoption and scale-up implementation of #MeronAko MHM in Schools campaign

4. Monitoring, Evaluation and Learning:

• Refine and monitor Oky Philippines workplan to track progress.

• Monitor and report on progress against the monitoring, evaluation and learning (MEL) plan.

• Create and maintain comprehensive project documentation.

• Support to documentation of insights, learnings and outcomes of activities.

• Refine and develop communication and knowledge materials to document and showcase Oky Philippines activities, results, and human-interest stories.

• Support the core Oky team and UNICEF PCO colleagues on regular DFAT reporting, results and lessons learned.

5. User acquisition, promotion and marketing:

• Support UNICEF and the key implementing partner in marketing and promotion activities.

• Assist UNICEF and key implementing partner in designing communication strategies, materials and activities.

• Set up and manage in-person outreach activities for Oky Philippines through partner networks and channels.

• Set up and manage ongoing marketing and promotion through integration into relevant government programs (e.g. #MeronAko campaign, I Choose campaign).

• Support the targeted promotion of Oky to disabled girls through disability and inclusion NGOs networks and channels in Philippines, based on users consultations.

• support the targeted promotion of Oky to girls in Mindanao (BARMM).

• facilitate the identification and engagement of new (sub)markets for Oky in the Philippines.

Qualifications and Competencies of Successful Consultant

• Bachelor’s degree (or higher) Communications/ Development Communication, Marketing, Social Sciences, Development Studies, Gender Studies, Journalism, ICT or in an area relevant to UNICEF’s Gender and Innovation / Oky / digital Sexuality and Reproductive Health and Comprehensive Sexuality Education work, and related fields.

Knowledge/Expertise/Work Experience/Skills:

• Possesses a personal thrust for gender-equity and passion for technology.

• Creative, innovative thinker who can also translate ideas into practical applications; “get things done” mindset.

• Self-starter who is happy to hit the ground running; independently motivated who doesn’t require extensive set-up processes, training, orientation, or strategy development.

• Has great appetite and capacity to learn.

• Specific experience working in the Philippines in a digital development setting.

• Proven skills in communication, networking, strategic thinking, advocacy, negotiation, and ability to relate this to innovation and young people.

• Proven ability to conceptualize, plan and execute ideas.

• At least five years of progressively responsible professional experience and demonstrated track record in the area of coordination, project management, communication and outreach – experience in operations in digital development /technology preferred.

• Experience on knowledge management and publication an asset.

• Experience working with women and girls preferred.

• Experience working with government agencies and civil society organizations, including youth groups an asset.

• Excellent technical writing skill; sample of previous individual written work will be required.

• Fluency in English; fluency in Tagalog and other Philippine languages is an asset.


• Specific experience in marketing of digital projects, products and services, or innovation an asset.

• Understanding of the constraints of digital solutions for emerging markets. This should include experience developing low-bandwidth digital solutions.

• Hands-on experience designing and rolling out digital products for target audiences in low connectivity settings (for example, adolescent girls).


  • Fluency in English and local language is desirable.
