The Eastern Nile Technical Regional Office ENTRO has received financing from the World Bank toward the cost of the Nile Cooperation for Climate Resilience Projects (NCCR) and intends to apply part of the proceeds for individual consulting services.

The consulting services (“the Services”) is to strengthen the Eastern Nile basin regional offices and country’s capacity in water resources modeling tools and knowledge products: to undertake a need assessment and gap analysis on the existing ENTRO water resources (WRP) modeling tools, toolkits and knowledge base and other ENTRO resources, and to develop a comprehensive firm level Terms of Reference (TOR) to Develop the Water Resources Planning Models, Analytical Tools, Toolkits, Geodatabase, and Knowledge Products of ENTRO for WRP and management systems. In addition, the consultant considers and link the NBI Data and Analytical Services (DAS) platform implementation plans. The existing ENPM modeling tools or WRP tools have limitations, such as tradeoffs in using the WRP tools as required for water allocation, coordination of transboundary water resources management, climate change and other water resilience issues, etc. in supporting policy makers. The individual consultant should need to develop criteria for the need and gap assessments of the existing WRP modeling tools, and develop Firm level TOR who will expected to develop New Water Resources Planning Tools and Models, Geodatabase, and knowledge product management systems to cope the limitations and gaps of the existing WRP modeling tools The Consultant will be engaged for two and half months over a period of six months.

The Eastern Nile Technical Regional Office (ENTRO) now invites eligible Individual Consults (“Consultants”) to indicate their interest in providing the Services. Interested Individual Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are: information indicating their professional capability and experience to perform the services; (qualification, description of similar assignments, relevant work experience in similar conditions, availability of appropriate skills and Language proficiency). The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020, setting forth the World Bank’s policy on conflict of interest.
