Objective and Purpose of the Assignment

Assist the Kosrae Utilities Authority (KUA) to strengthen its water supply and wastewater management and operation capacity.

Scope of Work

The Water Supply and Wastewater Advisor will assist KUA to strengthen its Water Department and to
delivery effective water supply and wastewater services.

Detailed Tasks and/or Expected Output

Specific tasks and responsibilities of Water Supply and Wastewater Advisor will include:

(i) In consultation with key stakeholders, including the Kosrae Island Resource Management Authority
(KIRMA), review and update KUA’s service standards for water supply and wastewater services. Design and
implement strategies to deliver the agreed water supply and wastewater system level of service and
standards.
Deliverable: updated KUA water and wastewater service standards. To be submitted to KUA and ADB within 3
weeks of mobilizing to Kosrae for the first field input.

(ii) Take responsibility for the day-to-day management of KUA’s water supply and wastewater systems
including daily monitoring the performance of the water supply and wastewater systems including the
treatment plants. Design and implement operational procedures for the KUA water supply and wastewater
systems. Design and oversee the implementation of preventative maintenance programs and ensure that KUA’
s water supply and wastewater assets always remain serviceable. Train KUA staff in day-to-day water and
wastewater operational task and preventative maintenance programs. Establish indicators to assess the
competency of KIA staff in operating and maintaining KUA’s water supply and wastewater systems. Ensure
that the agreed water supply and wastewater level of service and standards are met.
Deliverable: monthly reports detailing activities undertaken in the preceding month and planned
activities in the coming month and details of training and developed competencies of KUA staff in water
and wastewater operations. Monthly reports will be submitted on fifth day of each month throughout the
assignment.

(iii) Review and update KUA’s emergency procedures to ensure that water supply and wastewater systems
services are maintained during all foreseeable emergencies. Deliver refresher training to KUA Water
Department personnel in KUA’s water and wastewater emergency procedures. Ensure proper communication
channels are maintained to alert the public and the appropriate officials in actions and issues relating
to any emergency.
Deliverable: updated emergency procedures manual. To be submitted to KUA and ADB within 8 weeks of
mobilizing to Kosrae for the first field input

(iv) Advise management of current and impending technical issues relating to the operations of KUA’s
water supply and wastewater systems and propose technically and financially appropriate solutions for
the consideration of Management.

(v) Assist KUA to strengthen the KUA Water Department assisting KUA to prepare and update Water
Department personnel plans, budgets, asset register, asset management and development plans, and
policies relating to KUA’s water supply and wastewater systems and operational performance targets.
Deliverables: as specified by KUA and ADB during the second field input.

Minimum Qualification Requirements

The Water Supply and Wastewater Advisor will have suitable qualifications and a minimum of 10 years’
experience in the operations and management of water supply and / or wastewater systems. The Water
Supply and Wastewater Advisor will report to the KUA General Manager and work closely with other KUA
water operations personnel. Experience operating small water supply and sewer systems, including
treatment plants, in Pacific developing nations will be considered favorably. The Water Supply and
Wastewater Advisor contract will initially be for as period of 12 months and may be extended by mutual
agreement and subject to the satisfactory performance of the Water Supply and Wastewater Advisor.
