Objective and Purpose of the Assignment

The Karnataka Integrated and Sustainable Water Resources Management Investment Program (KISWRMIP) is a
Multi-tranche Financing Facility (MFF) program of the Government of Karnataka funded by the Asian
Development Bank (ADB). The program became effective in 2014 comprising 2 tranches. Tranche 1 was
successfully completed by end of 2019, while Tranche 2 became effective from January 2020. The main
objective of the program is to improve water availability to meet competing water demands in selected
river basins by implementing integrated water resources management (IWRM) in the State.
The Karnataka Water Resources Information System (KWRIS) was operationalized during Tranche 1 and was
hosted in the State Data Centre for use by various stakeholder departments. KWRIS is a resourceful
database and has brought all the water related data into a single repository for quick access and
retrieval. As part of Tranche2, various Decision Support System (DSS) tools are being developed. The
important DSS tool under development is the Remote Sensing toolbox utilizing vast Earth Observation data
that is available in public domain. Google Earth Engine (GEE) is an important tool in this regard. It
combines a multi-petabyte catalog of satellite imagery and geospatial datasets with analysis
capabilities and makes it available for scientists, researchers, and developers to detect changes, map
trends, and quantify differences in the Area of Interest (AOI). These datasets can be accessed and
analysed through custom codes for specific real world water resources application.
The objective of the assignment is to develop algorithms, tools and outputs related to water resources
management and agricultural monitoring. The outputs of the GEE will feed into the KWRIS portal and
interfacing IT applications and integration of various water-related datasets.

Scope of Work

The expert will develop new algorithms and tools that are adaptable in KWRIS and other cloud services.
The expert will contribute data, algorithms, and API to be interfaced with ongoing KWRIS development

Detailed Tasks and/or Expected Output

Under the supervision of the Registrar, Director (Technical) and Chief Technical Advisor, ACIWRM the
expert will provide:
i. i. Development of Google Earth Engine scripts for various water resources applications
ii. Determine Major reservoirs volume using satellite images and validate with department
iii. Use of Machine Learning methods to assess crop types grown with sample data from ground.
iv. Development of algorithms for Satellite observed Precipitation, Temperature and weather parameters
of different administrative regions.
v. Implement existing GEE-based knowledge products in Jupyter Notebook, and develop other algorithms and
vi. Assist in developing basic statistical modules for validation of KWRIS DSS knowledge products.
vii. Process documentation and manual development of the algorithms and scripts created / used during
this assignment.
viii. Aid visualization with different outputs / satellite imagery animations for Communication through
blog posts of ACIWRM
ix. Prepare reports as mentioned in the reporting requirements section and presentations at various
government levels.
x. Ability and willingness to participate in a multi-disciplinary, innovative and enthusiastic team.

Minimum Qualification Requirements

i. Postgraduate qualification in Geospatial Science, Computer Science, Earth Science or a related field
such as Remote Sensing and Geographic Information Systems, Ph.D is preferable
ii. At least 3 years of experience working in the field of water resources, irrigation, or natural
resources sector using Remote Sensing data and GIS software & tools
iii. The specialist must have experience in developing scripts in Google Earth Engine and a portfolio of
work to demonstrate this.
iv. Programming knowledge in Python and JavaScript is desirable.
v. Working knowledge of Amazon Web Services (AWS) and Google Cloud Platform is desirable.
vi. Working knowledge to integrate publicly available application programming interfaces (APIs) for data
vii. Strong analytical, presentation, interpersonal and counselling skills. Strong communication skills
with good command of the English language

Minimum General Experience: 3 Years
Minimum Specific Experience (relevant to assignment): 3 Years
