Objective and Purpose of the Assignment

The objectives of the consulting services with respect to the Kathmandu Valley Wastewater Management
Project (ADB Loan -3000) are (i) to provide strategic project management support thereby ensuring
efficient implementation management of the components under the loan (ii) to ensure timely and high-
quality implementation management performance by the Contractors appointed under the Loan-3000 and
successful conclusion of the Project components by providing effective time, cost and risk management
advice, and (iii) to provide technical, advisory and capacity building services to Project
Implementation Directorate (PID) and associated stakeholders of the Project.

Scope of Work

The detailed scope of services to be provided by the Consultant has been outlined below, however, the
defined services are not an exhaustive list but are indicative only. The Consultant is expected to
perform professionally and undertake activities necessary to achieve the objectives of the consulting
services under the Loan-3000. The broad outline of the scope of services shall be, but not limited to
the followings:
• Coordinate with relevant stakeholders in connection with the construction of WWTPs at Dhobighat,
Kodku, and Sallaghari and Sewer Network in Kathmandu Valley and Rehabilitation of Sewer Network in the
core city of Lalitpur Metropolitan city and any other new sewer network work implemented by PID,
likewise construction of Decentralized Wastewater Treatment Plant (DEWATS) at Gokarna and Hanumanghat;
• Reviewing the design of Wastewater Treatment Plants, DEWATS, prepared by DSC and providing necessary
guidance/feedback;
• Reviewing and coordinating updates of Sewer Network inventory and Sewer Network Master Plan of
Kathmandu Valley covering the period 2030 and 2050;
• Support for contract administration and construction supervision of ongoing works under L-3000;
• Advice and support to the PID for Project management, and performance monitoring of contractors and
consultants;
• Support PID and MWS on institutional arrangements for the wastewater management sector;
• Review the monthly, quarterly, and other periodic reports submitted by DSCs and report to PID
• Review of safeguard compliance reports submitted by DSCs;
• Monitor the Contract Award, Disbursement, and Progress of the project and advice PID;
• Advise and assist the PID on overall strategic direction, implementation and management of
performance, risk management, cost control and scheduling under the loan-3000;
• Assist the PID to maintain and improve project management information systems that keep track of the
project schedule and implementation performance. Advise the PID and funding agencies of any deviations
in the agreed project implementation processes, schedules and agreed activities, and suggest actions
that should be taken to remedy these deviations and thereby avoid delays;
• Proactively identify potential risks and opportunities, and advise and assist the PID, KUKL, Project
Consultants, and the funding agencies to take timely actions to enhance project performance and mitigate
any adverse constraints;
• Assist the PID to improve and maintain appropriate project performance monitoring, evaluation, and
reporting systems that keep project stakeholders suitably informed of project progress and impact;
• Assist the PID in the maintenance of effective and sustainable social uplift and environmental
mitigation components by monitoring the compliance of established processes and procedures and improving
delivery systems where necessary, and ensuring that such organizations and procedures are in accordance
with sound social development principles and practices, with wide community ownership and
representation;
• Assist PID in monitoring with regard to environmental and social safeguard compliance under the
Project;
• Assist PID in coordinating the Lalitpur Metropolitan City during the implementation of Sewer Network
Rehabilitation in the core city of Lalitpur and other Municipalities during the implementation of DEWATS
at Gokarna and Hanumanghat;
• Facilitate the coordination of implementing and funding agencies, activities, staff, consultants,
contractors, and the public;
• Assist PID in mobilizing and facilitating the OHS and HIA implementation in the projects under the
Loan-3000 and in particular during the implementation of Sewer Network Rehabilitation in the core city
of Lalitpur;
• Assist PID in procurement and bid document preparation and in bid evaluation and contract award;
• Assist PID in the preparation of appropriate documents for the handover of the assets created by PID;
• Monitor Sub-Project wide compliance with Standard Operating Procedures and appropriate Government
regulations and to the satisfaction of the funding agencies, and assist the PID to institutionalize and
improve their implementation;
• Advise and assist the PID with ineffective contract management including contract variations and
extensions of time and claim control; and
• Advise PID as and when required on various Sub-Project related issues

Minimum Qualification Requirements

Graduate Civil Engineer (preferably postgraduate) with preferably 15 years experience including
preferably 10 years of experience in the water supply and wastewater field with specific experience in
design and construction supervision, Contract Management, and quality assurance programs in the water
and Wastewater treatment system, water supply and wastewater pipeline networks and equipment
installation. The expert should have experience working as a Project Director/Program Coordinator/Team
Leader/ Deputy Team leader in 2 no of large urban water supply or wastewater projects. Experience in
safeguard compliance in water/wastewater projects. Experience in externally funded projects would be
advantageous.
