The Embassy of Switzerland in Kyiv is looking for a

National Programme Officer for Reconstruction

to support the Humanitarian Operation of the Embassy of Switzerland in Kyiv

The job includes regular field presents in newly accessible oblasts of Ukraine.

Terms of Reference for the mandate:

Support the Swiss Humanitarian Aid office with its direct action and collaboration of national partners within Ukraine. Main projects area are currently Kharkiv, Sumy and Chernihiv Oblasts. In 2023 it is planned to move south to newly accessible areas following Swiss Embassy security advices. The national programme manager is expected to manage the Reconstruction Programme of the Swiss Humanitarian Aid on national level. The most important tasks might include – but are not limited to – the following:
• Coordinate, outreach and communication (translation where needed) such as Vodakanals and other partners in Ukraine.
• Use mechanisms to eliminate duplication of service delivery and streamline activities of different humanitarian actors in order to achieve best technical solutions and results.
• Contribute to correct, cost effective, and timely implementation of activities in the field.
• Assisting to identify new project areas and partners for reconstruction.
• Assisting in the development of new programme, especially in synchronizing the needs of Ukraine authorities and enterprise in charge for infrastructure.
• Establish contracts and follow-up payments and delivery with the finance and administration team of the Swiss Embassy.
• Collaborate with the NPO for communication in Kyiv on update of programme progress, new request and feeding inputs to fact sheets and reporting.
• Internal and external communication related to the Swiss Humanitarian Aid, in close cooperation with the humanitarian team and under the supervision of the Head of Reconstruction
• Organize, facilitate and accompany field visits to ensure proper implementation of reconstruction projects.
• Submit monthly financial report regards work days and expenditure during field visits.
• Engineering or technical advance education, especially in the field of infrastructure and construction.
• High negotiation skill with partners such as Vodokanal, local authorities and contractors.
• Well knowledgeable on Ukraine’s governmental structure and legal matters.
• Excellent analytical, communication and networking skills.
• Creativity to explore innovative approach in different sectors such as alternative energy supply and climate related topics.
• Ability to prepare and adjust project related data processing.
• Work experience in humanitarian aid, international development agencies, relevant governmental and private organizations or businesses.
• Fluent in Ukrainian and English.
• Good interpretation / translation skills especially in technical terms.
• Well-structured and organized work habits also during stressful times.
• High degree of personal integrity and trustworthiness.
• Full compliance and living the humanitarian principles.
• High flexibility and ability to work under pressure.
• Very good computer literacy (strong application skill in excel, word).

The NPO will report to the Head of Reconstruction.

The NPO is not authorised, without previous consultation with his employer to promise any products, results or to place orders without approval by the employer.
All field trips need approval by the Head of Reconstruction. Information to Swiss and foreign media may be given only on explicit approval by the employer.

The NPO is bound and strictly adhere to the security instruction of the embassy.
