• A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position. A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. In its resolution 66/234, the General Assembly further “stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…” Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.
• Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.
• Subject to the funding source of the position, this temporary job opening may be limited to candidates based at the duty station.
• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.

Org. Setting and Reporting
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP’s Division of Environmental Policy Implementation (DEPI) works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. This post is located in UNEP/DEPI at the Nairobi duty station. Under the direct supervision of the Chief, Freshwater Ecosystems Unit, and overall direction of the Coordinator of the Freshwater, Land and Climate Change Adaptation Branch (FLCB), the incumbent will perform the following duties:
1. Support the coordination of UNEP’s initiatives directed at addressing the global water quality challenge and, in particular, the development, dissemination and implementation of International Water Quality Guidelines for Ecosystems; contribute to the development and implementation of the UNEP water quality initiatives, monitoring and reporting on overall progress, review of relevant documents and reports, facilitate global and regional consultations and reviews of proposed Guidelines for the production of the final Guidelines, provide technical support to and building capacity of governments to develop guidelines and policies; and prepare support documents for UNEP management and relevant intergovernmental instances – such as the Committee of Country Permanent Representatives (CPR) or the United Nations Environment Assembly.
2. Contribute to the design and implementation of strategies and actions for protecting and restoring aquatic ecosystems for water security and other ecosystem services essential for sustainable development; participate in the development and implementation of the UNEP’s initiatives on promoting ‘benefiting from aquatic ecosystems’ such as the Water-Energy-Food Nexus and the Landscape Approach; monitor and report on overall progress, review relevant documents, technical support to and building capacity of governments for protecting and restoring aquatic ecosystems for water security and other ecosystem services essential for sustainable development and the increased consideration of these in national development plans.
3. Support the coordination and management of UNEP’s contributions to the Global Expanded Monitoring Initiative on Water (GEMI); provide technical input onto target 6.6 on ecosystems, in close collaboration with the task team 6.6 and liaise with UN agencies and UN-Water for overall coordination and synergies.
4. Support the coherent implementation of the Freshwater Operational Strategy (2012-2016) through coordinating the Interdivisional Water Group (IDWG) and assisting with the UN Water related activities : organize regular meetings of the Interdivisional Water Group to exchange information, plan jointly the contribution to the UNEP Programme of Work and review progress, support the preparation of project proposals for fundraising towards the implementation of the Freshwater Operational Strategy and negotiate agreements between UNEP, potential donors and implementing partners, coordinate UNEP’s participation in international events such as the World Water Week, the World Water Forum and various Water Summits as required
5.Perform other relevant duties

Advanced University Degree (Masters or equivalent) in water resources management, environmental management or a related field. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
A minimum of two years of progressively responsible experience in water resources management, environmental management or a related field. Experience in integrated water resources management at the international level is highly desirable. A track record in programme/project management, including writing proposals for fundraising also highly desirable. Knowledge of global institutional mandates handling water resources issues is an asset. UN experience an advantage
English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required. A good working knowledge of French is desirable.
Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.
