• This is a temporary Job Opening. Appointment against this post is for a limited duration of 364 days and does not carry any expectancy, legal or otherwise, of renewal.
• A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position. A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. In its resolution 66/234, the General Assembly further “stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…” Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.
• Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.
• Subject to the funding source of the position, this temporary job opening may be limited to candidates based at the duty station.
• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. Org. Setting and Reporting
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The Convention on the Conservation of Migratory Species of Wild Animals (CMS) is a global intergovernmental treaty aiming at the coordinated and concerted conservation and management of migratory species and the ecosystems on which they depend. The position is located in the UNEP/CMS Secretariat at the Bonn duty station.
Under the overall supervision of the Executive Secretary and the day-to-day supervision of the Head of the Aquatic Team, the incumbent will perform the following duties:
• Participates in the development, implementation and evaluation of IOSEA Marine Turtle Memorandum of Understanding (IOSEA) and its Conservation and Management Plan (CPM); monitors and analyzes programme/project development and implementation of IOSEA; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant Signatories and Stakeholders; identifies and tracks follow-up actions.
• Plans, organizes and services Meetings of Signatory States, meetings of the Advisory Committee and other meetings.
• Provides substantive support to Meetings of Signatory, meetings of the Advisory Committee and others meetings, to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
• Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
• Liaise with intergovernmental bodies, relevant non-governmental organization and non-member states.
• Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
• Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
• Researches, analyzes and presents information gathered from diverse sources.
• Assists in policy development, including the review and analysis of issues and trends, preparation of impact evaluation or equivalent studies, etc . of relevance to IOSEA.
• Initiates the development of a range of information materials suitable for distribution to a wider audience, reflecting the aims of the Memorandum..
• Performs other duties as required.

Advanced university degree (Master’s degree or equivalent) in environmental science, social science, biology, zoology, ecology or relevant field is required. A first-level university degree in combination with addition two years of qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of five years of progressively responsible experience in environmental programme management related to biodiversity, species conservation or similar area is required. Experience in working for or with an Intergovernmental Organisation and/or a Multilateral Environment Agreement would be an asset.
English and French are the working languages of the United Nations Secretariat. For the post advertised fluency in oral and written English is required. Knowledge of another UN language would be an advantage.
