The Opportunity

The WASH Technical Advisor will be supporting the WASH program in Rakhine State. The post holder will be expected to technically advise and support the Program Manager and his team in providing WASH assistance in the IDP response in Sittwe and Pauktaw. The adviser will be expected to mentor and provide technical capacity building to WASH team. 

One of the main tasks will be in supporting the camp handover process of two camps to SCI according to WASH cluster guidelines. The Advisor will furthermore provide strategic insight into strengthening the WASH portfolio in Rakhine State. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Key Responsibilities

Technical Support (60 %)

  • Provide technical support to the Program Manager (PM) to implement high quality WASH services to IDPs in Sittwe and Pauktaw
  • To take a lead in ensuring a smooth handover process of two new camps to SCI according to the WASH cluster guidelines
  • Supporting the PM and his team in the transition of the two camps to SCI by providing support in e.g. needs assessments, accountability and planning
  • Support Infrastructure Specialist in the assessment of the state of infrastructure in new camps and to develop a plan for maintenance, rehabilitation, new construction and if applicable technical improvements to designs etc.
  • Assess modalities of implementation and support the team to shift approaches in line with WASH cluster standards
  • Support transition to new approach by ensuring compliance, supporting adaptation of activities etc.
  • Support adaptation in activities in case of camp closure in line with HCT position and SCI operationalization of the HCT principles
  • Analyse current hygiene promotion approach and identify potential adaptations and support the team in implementing new approaches
  • Lead on regular WASH technical assessments, ensuring assessment findings are documented and all assessments include a specific analysis of children’s needs
  • Provide technical support to the WASH team to ensure a sound MEAL system is measuring the impact of WASH programming in Rakhine
  • Document lessons learned from the WASH programme and ensure learnings are discussed and used to inform project design
  • Support the development of high-quality concept notes and proposals together with the PM, HoP and Sector Lead
  • Support donor reporting through technical review if relevant

Capacity Building (20%)

  • Build capacity and provide continuous support to the Program Manager in program implementation, MEAL, reporting, staff capacity building and management, sector coordination and key technical areas
  • Develop capacity building plan for WASH team in Rakhine together with PM
  • Identify learning and training opportunities for Save the Children staff and partners and work as a technical mentor for WASH staff

Strategy and Coordination (20 %)

  • Supporting sector lead and SPM (WASH) in producing a SCI national WASH strategy by taking a lead on the strategy for Rakhine
  • Ensure strong coordination with other WASH actors and government and actively participate in Rakhine level cluster coordination meetings and if relevant at the national level when applicable
  • Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures

Child Safeguarding Responsibilities

Ensure that your staff is providing all beneficiaries of your programme with ongoing, age-appropriate verbal or written information in relevant languages about Save the Children’s Child Safeguarding Policy and Code of Conduct.

Qualifications, Experience and Skills

Skills and Experience:

  • Prior experience of working within a programme management/advisor role within a complex country programme in an emergency response or fragile state, ideally in camp contexts

Education:

  • Education to Masters level in Water Engineering, Civil engineering or a related subject, or equivalent field experience

Technical:

  • Significant WASH experience as a technical person ideally min. of 6 years
  • Strong technical skills to support WASH construction
  • Good technical expertise in design and implementation of HP components
  • Experience to work field based supporting field WASH teams
  • Strong commitment to working through systems of community participation and accountability
  • Proven capacity to train and coach staff in WASH technical skills
  • Experience of representation and ability to represent SCI effectively in external forums
  • Excellent communication skills
  • A high level of written and spoken English
  • Strong experience in community-based participatory approaches
  • Experience in a protracted emergency context
  • Experience working on WASH programmes in a transitional camp context
  • Experience in managing camp-hand over process
  • Experience of working and living in Asia (Myanmar preferred)
