WASH Specialist (Ebola Response)
Under the general direction and guidance of the WASH TA and the Deputy Team Leader for Programmes, the WASH Specialist assure the effectiveness and quality of WASH interventions on the Ebola response. The Specialist will lead, in collaboration with team members, WASH related sectoral assessments, programme design and master budgeting, fundraising, quality assurance and capacity building; the Specialist will support project teams to recruit, procure appropriately and efficiently
The WASH Specialist will provide day-to-day guidance and in-the-field training for field staff (from Save the Children, our implementing partners and MoWE and MoH personnel) in the Ebola response. It is expected that the WASH Specialist will spend the majority of time in field, ensuring quality of our WASH programmes, both in terms of on-the-job training and in terms of broader quality issues (using quality checklists, and support quality of care assessments). The WASH Specialist will feed into the overall strategic direction of DRC WASH programme by supporting the link between the field offices and the country office and ensuring field level quality concerns are consistently raised and incorporated into programme design, coordination and advocacy efforts.
Qualifications and experience
- A WASH professional with a Degree in hydrologic engineering, construction or related.
- Significant professional experience, at least 5 in WASH sector at managerial position in a humanitarian or development context
- Excellent understanding of the WASH sector within the DRC context; experience working in integration with other sectors such as health, nutrition and education an advantage.
- Experience working in Ebola and/or cholera responses an advantage.
- Knowledge of and Experience with the Clean Clinic Approach an advantage.
- Experience of and commitment to working through systems of community participation and accountability.
- Demonstrated monitoring and evaluation skills.
- Ability to work both in an advisory role and a hands-on implementation capacity.
- Proven capacity to supervise, train and coach staff and partners in WASH technical skills.
- Ability to write clear and well-argued assessment and project reports.
- Experience writing donor funding proposals for institutional grants in excess of US$1 million.
- Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, taking into account cultural and language difficulties.
- Strong influencing skills and experience in advocacy.
- Politically and culturally sensitive with qualities of patience, tact and diplomacy.
- The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
- Strong results orientation, with the ability to challenge existing mindsets.
- Experience solving complex issues through analysis, definition of a clear way forward and ensuring buy in.
- Ability to present complex information in a succinct and compelling manner.
- Ability and willingness to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies.
- Fluency in English and French, both written and oral. Local languages an advantage.
- Knowledge of design software AutoCAD or similar and epanet.
- Commitment to Save the Children values, including willingness to abide by and enforce the Child Safeguarding policy.
