Individual Consultant for District Capitals Water Supply Project
Objective and Purpose of the Assignment
The Pante Macassar water supply was significantly upgraded between 2014 and October 2017 under ADB GRANT 0258 – TIM along with funding from the Government of Timor Leste. The water supply has been improved with much of the existing infrastructure being replaced or upgraded. Some infrastructure was abandoned. The upgrade works were officially inaugurated in January 2018. Despite the improvements the water supply still only offers an intermittent water supply to the people of Pante Macassar.
The purpose of the assignment is to establish a framework for moving from intermittent supply to 24 hours supply for all the Pante Macassar water supply using a pilot approach; Assess the staff’s understanding in carrying out the operation and maintenance of the system which have been introduced in the previous training and provide refresh training as necessary; Provide a basic Hydraulic model training to Pante Macassar water authority to enable them prepare hydraulic analysis to the future expansion of the system to ensure that the expansion will not cause negative impact.
Scope of Work
To work with the stakeholders to clarify the water supply level and develop and implement a pilot approach to transform the Pante Macassar intermittent water supply to a 24 hour-a-day water supply.
Detailed Tasks and/or Expected Output
To undertake meetings and workshops with the Pante Macassar water supply authority, relevant government representatives and communities on the water supply as required to clarify the level of service to be achieved. The output will be an agreed level of service.
To design an approach with the water supply authority to allow the level of service to be achieved and prepare a financial plan for submission to funding authorities. The output will be a description of the approach to achieve the level of service including a financial plan.
To pilot the implementation of the approach to achieve the desired level of service. The outputs will
- Improved supply in the pilot area achieving the agreed level of service;
- Staff trained in the approach to achieve the level of service;
- Other improvements to the supply as required to improve sustainability of maintaining the agreed level of service.
Minimum Qualification Requirements
- A Master’s Degree in Civil Engineering specializing in water supply
- Minimum General Experience: 25 Years
- Minimum Specific Experience (relevant to assignment): 15 Years
- Regional/Country Experience Required
