Our Vision is that all Virginians enjoy cleaner water, better air quality, and the productive reuse of land that was once contaminated.What you will be doing: The Department of Environmental Quality’s Water Withdrawal Permitting Program is seeking a qualified candidate to provide managerial, technical, and programmatic oversight by working with the permit writing staff to develop sound and consistent regulation based surface water withdrawal permits and recommendations for the Water Withdrawal Permitting Program. The team lead will ensure that the Virginia Water Protection (VWP) Surface Water Withdrawal Permits and applications are in compliance with all applicable laws, regulations, policies and procedures. Responsibilities will include evaluating water withdrawal applications, assist with identifying and modeling resource impacts, prepare and review draft permits, and manage and maintain all data entry and data management requirements of the program. The VWP team leader will ensure all programmatic timelines and deadlines are met and strategic goals achieved. Minimum QualificationsKnowledge of technical and legal requirements of Section 401 and 404 of the Clean Water Act and the water supply planning process.Experience in hydrologic modeling or related assessment techniques and tools.Knowledge of state environmental regulations and state statues related to surface water and DEQ permitting programs.Experience in the management of staff.Ability to communicate effectively at a technical level both orally and in writing.Experience with computers, data entry, and data management practices and programs.Experience in developing and writing reports, regulations, guidance manuals and procedures .
Preferred QualificationsCollege degree in environmental science or engineering, biological sciences or related field.
