Description of Organization:
This position is located in the Center for Water Security, Sanitation and Hygiene (CW) of USAID’s Bureau for Resilience and Food Security (RFS). RFS’s mission is to partner to advance inclusive agriculture-led growth, resilience, nutrition, and access to water and sanitation to accelerate and protect progress on the Journey to Self-Reliance. RFS oversees four high-level, integrated efforts in support of this mission: (1) Feed the Future, guided by the Global Food Security Strategy (GFSS), (2) the USAID Multi-Sector Nutrition Strategy, (3) the U.S. Global Water Strategy, and (4) efforts to increase resilience in areas of recurrent humanitarian crisis. To deliver on this work, RFS partners with other Federal Departments and Agencies, USAID Bureaus and Missions, universities, civil society, and other public and private-sector actors. CW is the strategic and technical lead on the Agency’s work to implement the Water for the World Act of 2014; USAID’s investments in water, sanitation, and hygiene; and the Agency’s broader water-related activities through Washington Operating Units and Missions. The Center serves as the technical lead and coordination platform for all water-related issues across the Agency, and supports the USAID Global Water Coordinator to guide, oversee, and direct water programming Agency-wide.
Description of Position:
The successful candidate will serve in the CW’s Division for Global Strategy and Leadership (RFS/CW/GSL), and will work closely with a multi-disciplinary staff to address key development challenges in the water sector pursuant to USAID’s Water and Development Plan under the U.S. Global Water Strategy. RFS/CW/GSL strengthens measurable outcomes in water and sanitation externally and internally, coordinates engagement with the U.S. Government interagency and partners, and provides support for the vision and guidance provided by the WLC. The Division is also responsible for developing and communicating the Agency’s strategic positions to facilitate and coordinate on water and sanitation at key internal and external fora.
The successful candidate will contribute to and perform a variety of analytical/ technical, coordination/collaboration, and program management duties as described below.
Technical and Analytical Responsibilities (50 percent)
The successful candidate will demonstrate strong technical knowledge of and experience in water security, sanitation and hygiene (WASH) and water resources management and climate change. The candidate will contribute to analyses, capacity building, and targeted research to inform the Agency on key technical issues and emerging approaches to addressing WASH and water resources management related challenges. The successful candidate will contribute to communications products and learning briefs on WASH and water resources management programs.
Coordination and Collaboration with USAID operating units (25 percent)
The successful candidate will be responsible for contributing to coordination and collaboration with a number of USAID operating units to provide timely and high quality field support to high priority and aligned water and sanitation countries. The candidate will work closely with water and sanitation specialists representing USAID geographic and technical bureaus to support communications and advance learning and implementation of the USAID Water and Development Plan under the U.S. Global Water Strategy in the Agency’s field Missions.
Program Management (25 percent)
The successful candidate will work as part of a team and will be responsible for contributing to the design, implementation and management of USAID programs or activities within the water sector, including central investments made out of the Center for Water Security, Sanitation and Hygiene. S/he will be expected to manage Center for Water Security, Sanitation and Hygiene investment mechanisms that may include: grants, cooperative agreements, contracts, or Inter Agency Agreements. This will include technical oversight and review of program budgets, obligations and contract modification as appropriate.
Qualifications:
- Must be a U.S. citizen.
- Demonstrated ability to provide strategic communications and capacity building technical assistance in water security, sanitation and hygiene interventions.
- Must be eligible to obtain and maintain a secret security clearance.
