As per November 2022 or upon agreement we are looking for a Thematic Advisor Wash based in Jacmel, Haiti.
Helvetas has been active in Haiti for more than 40 years. The current programme strategy (2021 – 2024) focuses on access to core services, strengthening the capacities of local actors, and promoting a coordinated and inclusive development of territories. Helvetas aims at and counts both government institutions and civil society organisations as its valued partners. Gender, social equity, and conflict sensitive implementation approaches coupled with a focus on policy dialogue contribute to sustainable development. Currently, the portfolio comprises of projects and mandates in the thematic areas of water and sanitation governance, agriculture and access to markets, environment and climate change, vocational education. Since 2017, Helvetas has been implementing on behalf of the Swiss Agency for Development and Cooperation (SDC) the Reinforcing Governance of Local Water and Sanitation project (REGLEAU), a pilot project to transition towards decentralized water service provision. In addition, a new WASH project is planning to start by early 2023.
YOUR MAIN TASKS
As Thematic Advisor WASH you support the WASH Programme and its WASH Coordinator in all activities related to the development and programming of activities. You support the quality of the WASH projects, in particular by ensuring institutional knowledge management and the capacity development of the technical team as well as local and regional partners. You further build and foster the network and relationships with local and regional governments, strategic donor partners and non-governmental development partners and participate in contribute to strategic decisions as well as funding development of the programme. The duty station is Jacmel, with regular travels in the program region (South-Est, South and Nippes departments) and periodically to Port-au-Prince.
YOUR QUALIFICATIONS
For this position, you present an academic degree (MA, MSC or equivalent) in WASH or in Rural Development or in a similar domain. You have at least 5 years of experience in the WASH sector in the position as thematic /technical advisor or programme manager. Sound knowledge and experience in project cycle management (PCM) including results-based monitoring and evaluation systems, a track record in networking and policy dialogue and in facilitating participatory processes, stakeholder and market analysis are mandatory.
In addition, you are sensitized to issues of gender and social justice and to conflict-sensitive programme management. Excellent communication competences are a must. You are fluent in French (including excellent writing skills) and English. Any other language (Creole, Spanish, German) is an asset.
