Governance Lead – Mali

PAE company, is seeking a Governance Lead (GL) for anticipated USAID programming in the water sector tentatively titled the USAID Mali ANKA/JIKO Activity. The project aims to enable sustainable and equitable access to safe drinking water, sanitation services and hygiene behaviors improved to support Mali’s governance, resilience and prosperity

Responsibilities

As the GL, (reporting to the COP) you will be responsible for leading all governance-related activities which will include, providing strategic guidance and advice on governance in designing and implementing a wide range of Water Sanitation and Health (WASH) and Water Resource Management (WRM) activities in support of the MWG. S/he will work closely with technical staff in WASH and WRM implementation, finance, and gender identifying areas where governance can be strengthened at the national, regional, cercle, commune, and village level, including in the operation of multiple user systems, water user associations, and similar local governance structures. Working closely with project senior management, s/he provides technical and strategic guidance for testing and implementing approaches to governance and will be responsible for overseeing, the conceptualization and development governance activities supporting this project. An ability to create programs with an inclusive Gender-Lens is crucial.

The GL will analyze current governance structures to identify areas where they might be improved. This will include reviewing work by other donors and gathering information from CSOs and NGOs regarding their concerns about governance and approaches they advocate or successful approaches they have implemented. Specific areas to evaluate include government planning and financing systems meant to enable WRM and WASH activities and oversight and accountability systems for WASH and WRM performance assessment. The GL also will work with the Finance Lead to identify governance challenges and solutions in making WASH and WRM finance available at the cercle, community, and village level.

Qualifications

  • A Bachelor’s Degree is required. A relevant Master’s degree is preferred.
  • Minimum of 10 to 15 years of relevant experience in WASH/WRM or NRM governance.
  • A minimum five years of progressively responsible professional experience in the above areas in Mali.
  • Proven Malian experience and relevant knowledge working in WASH, WRM, and/or the environment and natural resource sectors enhancing governance.
  • Excellent interpersonal communication skills
  • Knowledgeable of Microsoft Office (Word, PowerPoint, Excel, and SharePoint)
  • Speaking, writing, and reading fluency in English and French required.
