  • Under the overall guidance of the FAO Representative in Syria , direct supervision of the Deputy FAO Representative, and in close collaboration of relevant programme and operations staff, the four engineers will provide technical assistance for efficient rehabilitation of irrigation systems including irrigation networks (open networks and pressurised systems), pumping stations, groundwater wells and its mechanical and electrical equipment, and small rainwater harvesting structures and related irrigation networks.

General duties (may apply to all disciplines, as required):

  • Liaise with FAO technical staff, the senior FAO Syria water/irrigation restoration expert and governorate water resources engineers in directing implementation and supervising activities of irrigation-related projects;
  • Undertake assessment (including conduct of field missions to survey site needs), develop plans and design specifications (including the use of advanced software tools where appropriate), produce documentation, quality assurance, site monitoring/supervision duties of technical work relating to all aspects of irrigation, including testing and operation of all elements;
  • Contribute to procurement processes relating to design specifications;
  • Develop and delivery training where appropriate;
  • Prepare site-specific technical reports on the outcomes of irrigation-related activities, including site preparation, progress, testing measures on logbook, final report, and As-Built reports, and prepare periodic progress reports.

Specific duties:

1- Water and irrigation specialist/Agriculture background

  • Assess, design, prepare drawings of field efficient irrigation systems and produce related bills of quantity and technical specifications in line with related Syrian standards and codes;
  • Perform crop water requirements calculations;
  • Develop training in efficient crop water management;
  • Support scheduling irrigation for targeted interventions;
  • Support establishment and running of water user associations in targeted areas.
  • Monitor, direct and supervise site implementation of relevant activities and tests and produce periodic technical reports;

2- Water and irrigation specialist /Civil engineering background

  • Assess damaged irrigation sites and survey reports, maps, drawings, hydraulic constructions and relevant infrastructure
  • Plan and design rehabilitation of irrigation/hydraulic systems, following construction and government standards and using design software and drawing tools
  • Support development of public reports, such as bid proposals, etc.
  • Direct surveying, construction, material testing, operations, and maintenance activities at project site.
  • Monitor and supervise site implementation by selected contractors according to specified requirements and produce periodic technical reports;

3- Hydrologist/ groundwater and rainwater harvesting specialist

  • Review and analyse hydrological, hydrogeological, and geophysical studies to plan for sub-irrigation projects and provide advice for related irrigation interventions such as groundwater well drilling/rehabilitation, small rainwater harvesting constructions, etc;
  • Plan and design related groundwater systems, well structures and rainwater harvesting systems, following construction and government standards;
  • Compute requirements and determine technical specifications for related projects;
  • Inspect project sites to monitor progress and ensure conformance to design specifications and safety or irrigation, construction, sanitation standards;
  • Direct and monitor groundwater wells drilling/rehabilitation, operations, and maintenance activities at project sites, as well as construction of rainwater harvesting systems and produce periodic technical reports;

4- Hydro mechanical /electrical engineering specialist

  • Assess needs for rehabilitation/installation of irrigation pumping stations in coordination with technical staff, and provide technical advice;
  • Plan and design rehabilitation/installation of irrigation pumping systems including all needed electrical and mechanical components following related standards
  • Compute requirements and determine technical specifications for related projects;
  • Support preparation of public documents such as invitations to bid, and participate in assessment of tenders;
  • Direct, monitor, and supervise site implementation of relevant activities and tests and produce periodic technical reports;

Expected Outputs:

Specific deliverables are:

  1. Fortnightly progress report of work programme and update to be provided to project responsible expert
  2. High quality advice on related field of expertise and requirements
  3. Reports of the conducted damage assessment, needs, BoQ, estimated costs and technical specification on time.
  4. Designs and related drawings of related parts of the required irrigation systems
  5. Support preparation of invitation to bid documents, supervise project implementation and submit progress and supervision reports (as built related reports)
  6. Updated knowledge and information and report on all other tasks as highlighted in the scope of work.

MINIMUM REQUIREMENTS

  1. Bachelor’s degree in relevant field: Irrigation, Water Resources/Civil Engineering, environmental science, agriculture water management, groundwater hydrology, or other related fields
  2. A minimum of 5 years of experience at the national level in the required field of expertise; 3 years with Advanced degree.

The successful candidate will comply with the following:

  1. Knowledge of water resources management and prior experience in development of related projects in water basins in Syria is an added advantage
  2. Language: English is essential, oral and presentation skills with ability to communicate both orally and in writing
  3. Able to work at the project site in difficult conditions
  4. Willing to travel all over the country according to the need of the programme
  5. Proven track record of successful implementation of irrigation projects in Syria.
  6. Experience in survey and design, quality control, construction management and ability to train other persons.
  7. Experience of managing a small team to undertake studies and design works will be essential.
  8. Experience of working closely with counterparts and providing training/capacity building
