In anticipation of the A&E III IDIQ with USAID, Amentum is seeking candidates to support the infrastructure planning, engineering design, construction supervision and related supports, ranging from quick response to short and long-term services, to USAID/Ethiopia and USAID/Djibouti to design and manage infrastructure components of the Missions’ portfolios

POSITION SUMMARY:

Amentum is seeking a pipeline, qualified candidate to serve as WASH Programs Manager in Ethiopia. This position will be responsible for running and supervising water, sanitation and hygiene programs at all stages of the project management cycle. He/she is also responsible for accomplishing the program objectives and outcomes within the contextual constraints.

JOB DUTIES AND RESPONSIBILITIES:

  • Develop a program plan, ensure its smooth implementation, and manage the team’s performance of project tasks and activities
  • Develop and ensure the use of appropriate techniques and materials for hygiene promotion and training
  • Provide oversight and quality assurance services over
    • Feed the Future Ethiopia Growth through Nutrition Activity
    • USAID Urban WASH Activity
    • USAID Climate Resilient WASH Activity
  • Provide regular updates and technical guidance to team on progress, priorities and challenges – verbally and in writing
  • Ensure the consideration of cross cutting areas such as gender, protection, DRM and sustainability within all WASH interventions, also considering the importance of integration with other sectors such as health and nutrition
  • Other duties as assigned

REQUIRED SKILLS AND QUALIFICATIONS:

  • Minimum educational requirement of a Bachelor of Science degree (Masters degree preferred) in civil engineering, hydraulics engineering, hydrogeology, sanitary engineering, or a comparable discipline;
  • At least 10 years of overall experience and previous WASH experience on projects of similar scope and complexity with demonstrable experience in:
  • Establishing and implementing quality management programs for WASH projects, including quality assurance and quality control works for renovations as well as new construction of WASH activities;
  • Construction management/oversight of WASH related infrastructures in developing countries and/or for USAID;
  • Experience in conducting water quality tests and evaluating test results for conformance with Ethiopian or WHO water quality guidelines.
  • Demonstrable knowledge of WASH infrastructure norms (e.g., quality and practices) in developing countries and the US;
  • Expertise in the area of gender sensitive design, environmental compliance and climate regulations, procurement, and construction activities;
  • Demonstrable communication, creative problem solving, and management skills.
