GIZ International Services participates in the European Investment Bank (EIB) tender procedure “Project Management and Capacity Building TA for the Post-Disaster and Climate Change Resilience Framework Loan in Dominican Republic”.

The overall objective of the project of which this Technical Assistance (TA) will be a part is to restore livelihoods, reduce vulnerability and increase resilience to disaster risk in the provinces of Monte Cristi, Puerto Plata, Espaillat and Duarte.

The TA operation has two specific objectives:

  1. Build Institutional Capacity of the executing agencies and other relevant institutions in spatial development planning and delivering climate change resilient municipal infrastructure.
  2. Assist the General Directorate of Multilateral Cooperation (DIGECOOM) and the executing agencies in the appraisal and implementation of EIB financed subprojects to support the reconstruction of the above named provinces.

Your tasks

Under the supervision of the Team Leader, the Civil Engineer (m/f/d) will provide specific technical knowledge and advice on assessing and implementing infrastructure projects. She/he will take responsibility for the coordinated and efficient implementation of the various components of the project.

Your profile

Qualifications and Skills

  • Degree in Civil Engineering, preferably with a focus on roads and bridges, or equivalent.
  • Excellent working command of key Microsoft Office tools (particularly Excel, Word and Power Point).
  • Fluency in Spanish and English are mandatory requirements.

General Professional Experience

  • At least 10 years’ international experience working in appraisal and implementation of civil infrastructure projects of which at least 3 in low-income countries.
  • At least ten years of experience in project engineering design and supervision.
  • Proven project management skills and experience in interacting with public administration and civil society.
  • Experience working across cultures and multidisciplinary teams is required.
  • Substantial experience in and knowledge of IFIs procurement rules, tendering and contract management and/or FIDIC contracts.
  • Experience in risk-based design is an advantage.

Specific Professional Experience

  • Work experience in at least three projects financed by international donors with specific aspects of transport, or urban development.
  • Demonstrated experience in the design and construction supervision of roads and bridges.
  • Proven experience in preparing technical specifications, bills of quantities and procurement documents.
  • Knowledge of EIB environmental and social standards would be an advantage.
  • Experience in preparing TORs and evaluating consulting proposals is an advantage.
  • Experience preparing progress reports is required.

Notes

The Civil Engineer is expected to work about 660 working days during the 60 months project, equivalent to 60% part time.
