Team Leader (David and Lucile Packard Foundation Ocean Strategic Framework Evaluation)
Social Impact is a global development management consulting firm. We provide monitoring, evaluation, strategic planning, and capacity building services to advance development effectiveness. We work across all development sectors including democracy and governance, health and education, the environment, and economic growth. Since 1997 we have worked in over 100 countries for clients such as US government agencies, bilateral donors, multilateral development banks, foundations, and nonprofits.
The David and Lucile Packard Foundation adopted the Ocean Strategic Framework (OSF) in March 2016 building on a longstanding commitment to marine conservation. The OSF includes six focal countries and five global strategies. The focal countries are the US, Mexico, Chile, China, Indonesia, and Japan. The global strategies cut across political boundaries and are designed to reinforce and accelerate change toward achieving our 15-year goals. They are:
- Using the influence of global seafood markets to improve sustainability of seafood;
- Ending IUU fishing;
- Protecting marine birds by reducing bycatch of seabirds and by restoring and protecting marine bird habitats;
- An exploration of how we can help sustain and protect tuna in the Pacific;
- And addressing the impacts of climate change and ocean acidification.
The David and Lucile Packard Foundation contracted Social Impact to undertake an evaluation of the OSF. The purpose of this work is to evaluate the implementation, relevance, equity, effectiveness, and sustainability of the work within the OSF since it was adopted in March 2016. This evaluation is meant to inform the Strategic refresh process in 2020-2021, and the subsequent refreshes of individual sub-strategies in 2021-2022.
SI is seeking a Team Leader (TL) with extensive experience in the sector to lead the evaluation. The TL will lead the evaluation team in preparing the initial literature review, carrying out data collection, data analysis, and preparing draft and final deliverables. This includes leveraging networks and secondary data, ensuring questions are contextually appropriate, probing, and analyzing data in conjunction with other team members. The team leader is expected to work closely with the Foundation and with Social Impact to ensure a high quality, use-focused evaluation and transparent and collaborative communications.
This evaluation is expected to last from June 2019-March 2020. The TL will travel with the evaluation team to California, China, and Indonesia for data collection.
- Direct the overall implementation of the evaluation and ensure that all expected tasks and deliverables are achieved on time and of high quality.
- Oversee the implementation of the evaluation framework, including organization of calendar/travel/meetings; leading and overseeing the desk study, interviews, and other data collection; and analyzing the data with inputs from team members and Packard in order to draft the evaluation report.
- Serve as the primary technical expert in the area of ocean conservation, particularly in the East Asian context. S/he will be responsible for team organization, scheduling, and serving as the primary liaison with Packard staff and its selected “Technical Working Group” members regarding technical aspects of the evaluation.
- Coordinate with teams evaluating other OSF sub-strategies, e.g., the Global Seafoods Market and IUU evaluations to promote synergies and avoid duplication of efforts.
- Assume overall responsibility for the preparation and submission of the final report with substantial inputs from the other team members.
- Prepare the evaluation schedule and work plan and work closely with the other team members to determine information requirements, develop key questions, conduct interviews, and gather other relevant information.
- Lead the evaluation team’s effort to prepare and deliver a participatory workshop on the team’s response to the evaluation questions.
- Supervise the preparation of the final report and will ensure the quality of its contents.
- Abide by good practice for ethical and useful evaluations, including AEA’s guiding principles and the Packard Foundation’s MEL principles.
- A Master’s degree or higher in environmental studies, ecology, natural resource management (e.g., fisheries), economics or a related field required.
- Demonstrated expertise of and experience in coastal conservation, fishery management, or habitat restoration, preferably in China, Indonesia.
- Demonstrated understanding of key actors, drivers of change, and contextual matters related to the sectors mentioned above.
- Demonstrated experience with qualitative and quantitative research methods, preferably with experience in the context of research on fisheries, climate change, and marine and coastal sustainability preferred.
- Exceptional organizational, analytical, writing, and presentation skills.
- Ability to communicate findings to a variety of audiences about concepts, research findings, issue analysis, and data interpretations, and the ability to see relationships and patterns between them.
- Excellent interpersonal skills, including humility, transparency, ability to navigate cross-cultural contexts, and willingness to learn. Successful track record of working collaboratively with a diverse set of stakeholders.
- Commitment to culturally responsive grantmaking. Knowledge and understanding of private philanthropy and is highly preferred.
