Note: This is a temporary Job Opening. Appointment against this post is for three hundred and sixty four (364) days a limited duration that does not carry any expectancy, legal or otherwise, of renewal.

• A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level,subject to meeting all eligibility and other requirements for the position. A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. In its resolution 66/234, the General Assembly further “stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…” Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.
• Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.
Subject to the funding source of the position, this temporary job opening may be limited to candidates based at the duty station.
• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.
• The expression “Internal candidates”, shall mean staff members who have been recruited after a competitive examination under staff rule 4.16 or after the advice of a central review body under staff rule 4.15.

Org. Setting and Reporting

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP’s Law Division is the lead Division charged with carrying out the functions of UNEP in the field of environmental law, governance and related policy issues, including those related to development and implementation of multilateral environmental agreements (MEAs). To fulfill its mandate, Law Division’s work focuses on: leading the international community in the progressive development of environmental law; supporting States in the development and implementation of legal, institutional and policy measures that address emerging and important environmental challenges; facilitating cooperation and coordination among MEAs and between UNEP and those agreements; working and collaborating closely with MEAs Secretariats to support Parties to the respective MEAs in implementing their treaty obligations; and facilitating policy dialogue among States on issues relating to international environmental law and governance. This position is located in the Nairobi duty station.

Responsibilities

Under the direct supervision of the Head of the MEAs Support and Cooperation Unit and within delegated authority, the incumbent will perform the following duties:

•Support the efforts of UNEP in cooperation with the secretariats of biodiversity-related and chemicals/waste related MEAs to enhance and strengthen synergies and strategic partnerships among them, as well as cooperation with other entities of the UN system and other relevant organizations, and contribute to strengthening the use of existing arrangements in the biodiversity and chemicals/waste clusters.
•Work on the follow-up and implementation of the recently concluded project of UNEP related to enhancing synergies and cooperation among biodiversity-related conventions including the Options Paper and in particular, on implementing the UNEA-2 outcomes as well as the follow-up process.
•Support the work of the Law Division related to cooperation with MEAs secretariats when implementing, among others, relevant resolutions/decisions of United Nations Environment Assembly (UNEA) and Conference of the Parties/Meeting of the Parties/Meeting of the Signatories (COP/MOP/MOS) of those MEAs and taking into account experience and lessons learned from synergies processes.
•Contribute to implementing the relevant outcomes and recommendations of the UN Conference on Sustainable Development of 2012, the 2030 Agenda for Sustainable Development and the Sustainable Development Goals as well as resolutions/decisions taken by the governing bodies of MEAs and other entities as far as they concern the mandate of UNEP.
•Contribute to UNEPs work in support of the implementation of the strategic plans and action plans of MEAs at global, regional and national levels.
•Undertake strategic work related to UNEP’s role in support of implementation of biodiversity and chemicals/waste related MEAs, and their interlinkages with regional seas, United Nations Convention to Combat Desertification (UNCCD) and United Nations Framework Convention on Climate Change (UNFCCC), related agenda of UN initiatives, processes and regional ministerial environmental forums, especially in view of a future strategic framework for biodiversity and chemicals/waste agenda beyond 2020 and in the context of the 2030 Agenda for Sustainable Development and Sustainable Development Goals.
•Perform other related duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in environmental law, environmental sciences or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven (7) years of progressively responsible experience in project or programme management in the area of environmental policy, international cooperation, biodiversity or related area. Proven experience in projects/programme design and implementation is an advantage. Working experience in an international or a multi-cultural environment is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another UN official language is an advantage.

Assessment

Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.
