Background
 

UNDP supports countries in addressing development, climate, and ecosystem sustainability in an integrated manner.  As a Global Environment Facility (GEF) Implementing Agency, UNDP offers countries highly specialized technical services for programme/project formulation, due diligence, mobilization of required co-financing, project implementation oversight, results management and evaluation, performance-based payments and knowledge management. UNDP-GEF’s Green, Low-emission, Climate-resilient Development Strategies team works to support countries to attract and direct public and private investment towards catalyzing and supporting sustainable economic growth through initiatives focused on integrated climate change strategies, advancing cross-sectoral climate resilient livelihoods and strengthening climate information and early warning systems for climate resilient development..

In 2013, a series of country-led interventions was designed for the sub-Saharan Africa region with focus on strengthening climate information and early warning systems for climate resilient development and adaptation to climate change. The countries receiving support for these interventions include Benin, Burkina Faso, Liberia, Sierra Leone, Sao Tome and Principe, Ethiopia, Uganda, Tanzania, Malawi and Zambia.

 As part of this regional initiative a Climate Information and Early Warning Systems (CIEWS) Project was designed for Sierra Leone, which aims to: i) establish a functional network of meteorological and hydrological monitoring stations and associated infrastructure to better understand climatic changes; ii) develop and disseminate tailored weather and climate to decision makers in government, private sector, civil society, development partners and local communities in Bumbuna watershed, Guma Valley watershed and drought prone districts; and iii) integrate weather and climate information into national policies, annual work plans and local development plans in priority districts.

Implementation of the project in Sierra Leone started in 2014 but experienced substantial delays due to the Ebola crisis. The project was successfully restarted in 2015 with support from a consultant. The UNDP Country Office is now recruiting a National Project Manager (NPM) to supervise project activities, and ensure further timely and quality delivery.

The NPM will be supported by the regional UNDP CIRDA team in Addis Ababa, and report to the Team Leader, UNDP SL CO. The NPM will work closely with the Ministries of Transport and Aviation (Meteorological Department), Water Resources and Agriculture, and other key stakeholders of the project.

 
Duties and Responsibilities
 

Functions/Key Results Expected

The National Project Manager will report to the UNDP Team Leader (EENRM) and will lead the planning and delivery of the project.  He/she will have the authority to manage the project on a day-to-day basis on behalf of the Implementing Partners, within the policy and regulations laid down by the UNDP. The Project Manager’s prime responsibility is to ensure that the project produces the results specified in the project document, to the required standard of quality and within the specified constraints of time and cost. He/she will be responsible to advice the Ministry of Transport and Aviation/SL Meteorological Department on financial management and disbursements, with accountability to the UNDP and the Ministry of Transport and Aviation. The Project Manager will work closely with the UNDP-GEF regional team in Addis Ababa and other responsible parties.

 Tasks include, but are not limited to the following:

 Summary of Key Functions:

  • Project Implementation and Management Support
  • Facilitate technical and training expertise to the Ministry of Water Resources as required for implementation of the project
  • Facilitate of knowledge building and management 
  • Provide Strategic Partnerships with MDAs, partners and UNDP CO and RTA.

Project Implementation Support 

  • Implement and manage the project on a day-to-day basis on behalf of the implementing partners.
  • Ensure the timely delivery of planned project activities.
  • Act as secretary to the Steering Committee and make recommendations to the Steering Committee for effective implementation and coordination of project activities
  • Coordinate and supervise other member/consultants of the project team in carrying out their duties at an optimum level through ensuring efficient and effective resource utilization.
  • Prepare annual/quarter results-based work plans and budgets, risks and management response and logical frameworks as endorsed by implementing partner and steering committee.
  • Coordinate the establishment of sub-national project Task Teams.
  • Prepare quarterly implementation status and financial reports for comments and approval by the Implementing Partner and UNDP CO.
  • Prepare / facilitate the conduct of annual Performance Report (APR)/Project Implementation Review (PIR), Mid-term and terminal Project Reports.

Technical Support

Facilitate the provision of technical and training expertise to the Ministry of Water Resources as required for implementation of the project focusing on achievement of the following results.

  • Facilitate the provision through technical consultants and other expertise of technical and strategic assistance to the Ministry of Water Resources in guiding the implementation of project activities, including monitoring and site operations, while assuming quality control of interventions;
  • Annual Performance Report (APR)/Project Implementation Review (PIR)

Knowledge Management

  • Ensures the facilitation of knowledge building and knowledge management.
  • Seek, analyze and apply knowledge, information, and best practices.
  • Promote knowledge management, document best practices and lessons learned from project implementation, and facilitate dissemination in appropriate format to relevant stakeholders

Strategic Partnerships

  • Support in liaising with project partners, donor organizations, NGOs and other stakeholders to ensure effective implementation and coordination of project activities

Required Skills and Experience
 

Education

Master’s degree in a relevant professional area (e.g. Environmental Science, Meteorology, Programme Management, etc).

Experience

  • Minimum 5 years of relevant professional experience
  • Demonstrated experience in project management.
  • A good understanding of development and climate resilient development issues in Sierra Leone.
  • Familiarity with M&E and Result Based Management (RBM) processes.
  • Demonstrated ability to provide on-the-job training to others.
  • Previous experience working with the United Nations is an advantage.
  • Experience working with Government institutions is a strong asset
  • Excellent communication and IT skills are essential.

Language Requirement

Fluency in both written and spoken English
