This work is part of the GCF Readiness project to support VCCI/VBRC and more broadly the Vanuatu private sector to develop its capacities to develop climate change projects. The purpose of the assignment is to support the VCCI/VBRC to deliver the activities as identified in the project document.

The position will lead delivery of the GCF Readiness project and support VCCI/VBRC in assessing VBRC and private sector requirements for the website and CRM, information dissemination, capacity building for private sector and facilitation of resilience building trainings for business and industry. This work will include supporting data collection and research work for the assessment of requirements for VBRC website and CRM, facilitating VBRC attendance at relevant international and regional events, undertaking logistical requirements in organizing workshops, making travel arrangements for the participation of VBRC to relevant international and regional events, and preparing project progress and system usage reports.  

The Coordinator position will help deliver specific outputs under the guidance of the VCCI/VBRC and the GGGI Pacific staff. The position will be supported by a Program Assistant position also recruited under the same project.

 Scope of Work
  • Take lead in the implementation of the project and provide technical and project reporting support to VCCI, VBRC and GGGI, focusing on climate resilient business development.
  • Closely collaborate and liaise with GGGI Pacific team for technical consultation and inputs.
  • Be responsible for leading the strategic, managerial and technical elements under this Project.

The following tasks below will be led by the Program Coordinator, and supported by a Program Assistant

  • Assess VBRC and private sector requirements for the website and CRM.
  • Support development of appropriate Customer Relationship Management (CRM).
  • Support VCCI to better incorporate resilience building and CCDRR activities.
  • Facilitate and support participation of VBRC to relevant international, regional and national events on climate finance and CCDRR.
  • Prepare consultation reports including a plan for an updated service delivery model under VCCI (e.g. Business Plan, Implementation Plan, etc.) which integrates CCDRR.
  • Prepare quarterly reports on activity results including VRBC website and CRM usage reports.
  • Support creation of climate finance Project Preparation Unit (PPU) under VBRC by developing TOR for PPU and framework for engagement with clients for TA provision including alignment with NDA/GCF priorities.
  • Carryout research and gather data for short idea concept notes with a focus on Public-Private Partnerships.
  • Provide logistic support for 2 trainings/workshops on series of basics of climate change and resilient. development to strengthen knowledge of at least 30 business owners, manager or employees (at least 40% of which will be women).
  • Provide logistic support for 1 training/workshop on building climate resilience in agriculture and tourism sectors to each province (6) to strengthen knowledge of at least 30 business owners/farmers/workers in each sector, at least 40% of which will be women.
  • Support other consultants hired under the project and VCCI/VBRC staff and GGGI to complete the project as defined in the project document.
Output/Reporting Requirements/Deliverables

There are 3 key activities under the project as laid out below. The Program Coordinator is primarily responsible for the deliverables of Activity 1 and supporting the deliverables of Activity 2 and 3. The Program Coordinator is also responsible for reporting. In particular, the Program Coordinator is responsible for:

Activity 1: Institutional capacity building for the Private Sector

  1. Delivery of internal quarterly progress report outlining results of activities to date as per the project document, and support GGGI in reporting to the GCF.
  2. Support the VCCI/VBRC in the establishment a live, client-facing website / portal developed and operational with useful information on climate finance for the private sector by month 6 of the assignment.
  3. Periodic (quarterly) usage reports showing activity/use of the website.
  4. Assist the VCCI/VBRC to prepare a scoping and assessment report for an appropriate Customer Relationship Management (CRM) information system for VBRC by month 6.
  5. Support the VCCI/VBRC in the procurement and operationalization of the CRM by month 12.
  6. Activity monitoring records produced showing usage of CRM by month 12.
  7. Support appropriate representative/s of VBRC to attend at least 2 relevant international and 2 regional events to learn, participate and report back to members by month 12.
  8. Prepare a report/presentation of participation and lessons learned produced and shared with private sector and VBRC members by month 12.
  9. Undertake stakeholder consultations to scope, design and plan for administrative reforms to service delivery processes under VCCI to better incorporate resilience building and CCDRR activities by month 7.
  10. Develop a consultation report including a plan for an updated service delivery model under VCCI (e.g. Business Plan, Implementation Plan, etc.) which integrates CCDRR by month 8.
  11. Attending relevant meetings (GoV, civil society, private sector) on behalf of VBRC/VCCI to ensure our activate participation and presence in as many relevant rooms/forums as possible.

Activity 2:  Creation of Project Preparation Unit and development of project concept note

  1. TOR for PPU prepared.
  2. PPU guidelines for provision of TA services developed.
  3. Development of draft concept notes, in consultation with the VCCI/VBRC, outlining potential opportunities for Public-Private Partnerships within relevant sectors (agriculture, tourism, CCDRR, etc.) to be later developed into a full GCF Concept Note.
  4. Delivery of quarterly progress report outlining results of activities to date as per the project document, and support GGGI in reporting to GCF.

Activity 3: Strengthening knowledge on business resilience

  1. Undertake logistical requirements in organizing workshops.
  2. Support delivery of at least 8 workshops and encourage participation of women in the workshops.
  3. Develop report on training/workshop and support feedback/evaluation by participants.
  4. Development of knowledge management materials (info notes, educational material, etc.) relevant to the local private sector on climate change and resilience building.
  5. Delivery of internal quarterly progress report outlining results of activities to date as per the project document, and support GGGI in reporting to the GCF.
Qualifications/Experience/Expertise
  • Minimum qualification of Bachelor degree in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences, Climate and Disaster Risk Management or other related field.
  • At least 3 years of relevant experience in technical or advisory services or business experience on development/implementation of projects involving private sector.
  • Experience in advocacy and representation at the local, national, regional and/or international level.
  • Demonstrable relationship management and networking experience.
  • Experience in people management, resource mobilization and knowledge sharing.
  • Excellent communication skills in English (oral and written).
  • Excellent command of Word, Excel and PowerPoint.
  • Workshop organization and management experience.
  • Previous experience in similar work in the Pacific region, preferably in Vanuatu would be an advantage.
