The Idaho Department of Environmental Quality (DEQ) is hiring a water quality standards analyst for our Surface and Wastewater Division located in Boise, Idaho.
This position supports guidance development of water quality standards, and implementation and interpretation of the Clean Water Act. Current duties include guidance development of new criteria, use attainability analysis related to natural background conditions, and interpretation of standards.
Example of Duties
Provides support to lead water quality standards personnel by researching topic areas, writing white papers to inform staff and outside committees, editing, and reviewing documents and analyzing data for trends or patterns in the following areas:
Water Quality Standards
- Assist DEQ staff and the public in appropriate and consistent interpretation of the Water Quality Standards.
- Triennial review of water quality standards in compliance with Clean Water Act.
- Develop and conduct training for DEQ staff on water quality standards.
Surface Water Program
- Collect water quality data in the field.
- Assess data collected for reporting purposes to EPA.
- Improve coordination effort and communication between regional and state office staff.
Monitoring, Assessments, and the Integrated Report
- Develop and manage contracts that support water quality standards and other surface water program concerns.
- Participate in ongoing discussions to improve water quality standards.
- Act as a quality assurance officer for project plans.
Minimum Qualifications
Possession of a bachelor’s degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management field OR any combination of education and/or experience equivalent to a typical four (4) year bachelor’s degree. For example: Successful completion of sixty (60) semester hours of study, including twenty four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties in completing multiple tasks such as policy research, data collection, interpretation, analysis and preparation of reports and written documents for at least two (2) years can substitute for one (1) year of college.
AND
At least four (4) years’ experience managing and implementing, projects or component(s) of programs that are environmental, regulatory, or administrative in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.
OR
Possession of a master’s degree in any of the above fields AND at least two (2) years’ professional experience managing and implementing, or overseeing projects or component(s) of programs that are environmental in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.
Supplemental InformationDesired Qualifications: Water Quality (3131): Do you have knowledge of water quality and work experience in water pollution monitoring, estimation, or control such as reviewing, designing, or implementing surface water quality monitoring projects, watershed, TMDL evaluation, riparian area, aquatic habitat, water quality, source water assessments, environmental assessments, pollutant source assessments, including municipal, industrial and storm water point sources and non-point source activities such as forestry, mining, agriculture, and grazing. Typically met by possession of a college degree in Natural Resource Management, Forestry, Fisheries, Biology, Chemistry, Limnology, Hydrology, Environmental Science or closely related field; OR education and experience equivalent to an undergraduate degree; AND two (2) years of work experience in water pollution monitoring, estimation or control such as reviewing, designing, or implementing surface water quality monitoring projects, watershed, TDML evaluation, riparian area, aquatic habitat, source water assessments, water quality or environmental assessments, pollutant source assessments, including municipal, industrial and storm water point sources and nonpoint source activities such as forestry, mining, agriculture, and grazing.
Environmental Rules and Regulations (3137): Do you have two (2) years of experience involving interpretation and application of federal and/or state environmental rules and at least one (1) year experience developing guidance and/or policies.

Physical requirements:
- Ability to sit and work on a computer for 2-4 hours at a time
- Ability to reach and bend for filing purposes
- Some periods of heavy reading and typing required
- Ability to lift 30 pounds when working with file boxes
- Some travel may be required
- Must have a valid driver’s license
- Ability to lift and carry up to 30 pounds over rough terrain
- Ability to work in adverse or inclement weather
- Ability to work in extreme hot or cold temperatures both outside and inside
- Must be able to swim and perform field monitoring work without on-site assistance or supervision
- Occasional travel required
- May be required to travel and stay overnight in remote areas
