Job description

The Environment Agency are part of the South Yorkshire alliance, working together to build flood resilience and respond to the climate emergency across South Yorkshire. This alliance comprises the South Yorkshire Mayoral Combined Authority, Yorkshire Water, Barnsley Metropolitan Borough Council, Doncaster Metropolitan Borough Council, Rotherham Metropolitan Borough Council, Sheffield City Council and the Environment Agency.

Together, this alliance developed the Connected by Water Action (CBW) Action Plan (January 2022). This can accessed here: www.connectedbywater.co.uk

The CBW Programme Manager will work across all organisations, to lead and manage delivery of the CBW plan and programme. This includes delivery of the South Yorkshire capital programme. The Programme Manager will work across all partners at both strategic and operational levels, including working with the CBW Steering Group, CBW Delivery Group and the four theme working groups.
The role will provide the CBW partnership with confidence that the delivery of the CBW plan is being lead and managed effectively and is on track to deliver the required milestones. This will be achieved by adopting a professional and rigorous approach to leading and managing the delivery of the plan.
The CBW Programme Manager will lead on partnership funding bids and managing the CBW funding streams.

The team

This role is hosted within the Environment Agency, working on behalf of all CBW partnership organisations. The South Yorkshire Mayoral Combined Authority, Yorkshire Water, Barnsley Metropolitan Borough Council, Doncaster Metropolitan Borough Council, Rotherham Metropolitan Borough Council, Sheffield City Council and the Environment Agency.

The CBW Programme Manager will be expected to work from all CBW partnership organisations offices.

Within the Environment Agency, this role will sit within the South Yorkshire Partnerships & Strategic Overview team.

Experience/skills required

We are looking for individuals with considerable experience of working with and building effective working relationships with others. You will need to demonstrate experience of partnership working, stakeholder engagement, influencing and persuasion skills to be successful in this role. This includes establishing and maintaining strong relationships at all levels, across multiple organisations and the ability to influence and drive the right culture and behaviours. Proven leadership skills and the ability to develop a strategic approach to delivering results are also required.

Programme and project management experience is essential, with a background of driving sustainable performance against challenging business targets. This includes experience of business planning, budget management, conflict resolution, critical thinking and problem solving.

We are also looking for individuals with experience of working with public sector organisations and processes, including the ability to identify, lead and secure funding opportunities.
