Become a Wetlands Regulatory Advisor at Southern California Edison (SCE) and build a better tomorrow. In this job, you’ll serve as a senior technical expert within the Environmental Services Department (ESD) focusing on wetlands protection laws, regulations, and policies, including the Clean Water Act (§§404 and 401), Porter-Cologne Water Quality Control Act, and Fish and Game Code (§1600).  You will work with various project-stakeholders to develop permitting strategies and provide guidance and recommendations based on project needs and current wetland science and practices. You will represent SCE through direct engagement and coordination with federal and state resource agencies including the U.S. Army Corps of Engineers (USACE), State Water Resources Control Board (SWRCB) and/or Regional Water Quality Control Boards (RWQCB) and the California Department of Fish & Wildlife (CDFW) to ensure compliance with applicable water quality protection regulations.

  • Lead project permitting related to dredge/fill and vegetation management activities within wetlands and waters.
  • Provide project compliance oversight and as needed, conduct site assessments and attend job walks. 
  • Represent SCE in agency negotiations during external engagement efforts, such as the development of programmatic permits and/or enforcement actions. 
  • Establish and enhance internal processes and strategies for wetlands permitting, including impact analysis, avoidance measures, and develop creative solutions to operational challenges.
  • Manage external consultants performing desktop review, field support (i.e., jurisdictional delineations), and permitting deliverables, including the development of consultant guidelines, procedures, and templates to maximize efficiency and ensure quality of work.
  • Develop and implement company-wide corporate standards and procedures to drive SCE’s compliance with all applicable laws and regulations.
  • Analyze and interpret wetlands regulatory changes for potential operational impacts and provide guidance to SCE organization units.
  • Develop, support and lead training sessions for SCE organization units.
  • Assess compliance performance and risk management through various types of activities and overlapping regulations and business priorities.
  • Collaborate with other utilities and/or industry groups to support legislative action, policy changes and agency engagement. 
  • Support on-call emergency response on a rotating basis throughout the year.
  • Perform other duties as required.

Qualifications

The essentials

  • Seven (7) or more years of experience performing complex environmental or regulatory analyses, consulting, and/or compliance implementation.
  • Three (3) or more years of experience in environmental compliance and permitting work related to wetlands in relation to CA Fish and Game Code (§1600) and U.S. Clean Water Act (§§401/404).
  • Experience working with state and/or federal resource agencies, the ability to interface effectively with these agencies.

The preferred 

  • Bachelor’s Degree or higher in Biology, Environmental Sciences, Hydrogeology, Natural Sciences, or a related field.
  • Experience in regulatory permitting in California (including: USACE, RWQCB, and CDFW).
  • Experienced jurisdictional water and wetland delineator (i.e., minimum 40-hr Wetland Delineation course, applied project experience).
  • Experience using ArcGIS, Google Earth, or similar.
  • Effective resource and project planning, critical decision making, results delivery, teamwork, strong work ethic, influencing and negotiation skills, leadership, interpersonal skills, communication, the ability to manage stress, and engage in continuous learning.
  • Strong commitment to safety values and safe work practices. 

You should know

  • Workmode: When a return-to-office date has been determined, this position’s work mode is hybrid. The employee will report to an SCE facility for a set number of days with the option to work remotely on the remaining days.  Unless otherwise noted, employees are required to reside in the state of California.  Further details of this work mode will be discussed at the interview stage.
