Under the overall supervision of the Director of UNESCO Office, Jakarta, and direct supervision of the Senior Programme Specialist (SPS) for Water and Environmental Sciences, and working closely with the UNESCO Jakarta office team, the incumbent shall be responsible for assisting in planning, formulation and implementation of projects related to Reinforcing Post‚ÄźDisaster Recovery as well as other UNESCO‚Äôs programmes in Water, Sustainability Science, Disaster Risk Reduction, Climate Change, Education and Culture in the Philippines, in particular through the Japanese and Malaysian Funds‚Äźin‚ÄźTrust programmes implemented by UNESCO Office, Jakarta.


1. Ensure efficient coordination and implementation of UNESCO’s projects, activities and initiatives in the Philippines. This includes needs identification, planning, identification of partners, development of Terms of Reference, preparation of contracts, monitoring and reporting.

2. Provide technical and logistic support in the management and implementation of UNESCO’s projects, including undertaking assessments and field missions, assisting in the preparation and organization of project activities such as technical meetings, workshops and training;

3. Provide oversight for all administrative matters related to the implementation of UNESCO’s projects, and ensure that all operations under the projects such as contracts, reporting and financial disbursements are in line with UNESCO’s administrative rules and regulations;

4. Develop and maintain positive partnerships and working relationships with UNESCO key stakeholders in the Philippines. This  includes but is not limited to UNESCO National Commission for the Philippines (UNACOM), government agencies, donors, UN agencies, research institutions, non‚Äźgovernmental organization, private sectors, and local communities;

5. Assist the Director of UNESCO Jakarta in developing ideas that will raise the profile of UNESCO’s activities including publications, speeches, promotional material, media interviews, trainings, and presentations at meetings;

6. Compile and analyze on a regular basis field data, information, policies and studies regarding UNESCO‚Äôs programmes and related topics with as goal to support the implementation of existing and development of new projects, activities and initiatives; Contribute to the mobilization of extra‚Äźbudgetary funding for new programmes and projects.

7. Serve as a focal point for UNESCO Jakarta, by reporting and disseminating information on the latest developments in the Philippines, related to UNESCO‚Äôs programmes, to the  Director and other colleagues at UNESCO Jakarta. Liaise with colleagues from relevant units at UNESCO Office in Jakarta, as well as Bangkok and HQ, to ensure effective implementation of activities and ensure full coordination.

8. Attend meetings, events and briefings representing UNESCO Office Jakarta (Philippine UNDAF Working Group, Donor groups related to UNESCO concerns, National Commission, project steering committees, etc.).

9. Carry out any other official duties as requested by the Director of UNESCO Office, Jakarta

Bachelor’s degree or higher in social science, environmental policy and/or development or other relevant

Work Experience:

  • Minimum 3 years‚Äô experience with Master‚Äôs Degree or 5 years with Bachelor‚Äôs Degree in the fields indicated above. 
  • Extensive experience in project development and management on disaster and sustainable development issues, preferably within the UN System;
  • Strong management, analytical and inter‚Äźpersonal skills; Able to work independently as well as team member;
  • UN experiences, either as a consultant or staff, a plus.

Technical requirements:

  • Good knowledge on disaster risk reduction, environmental policy, and sustainable development;
  • Creativity in addressing disaster, environment and sustainable development challenges, and able to express ideas in concept notes, formal proposals, discussions, and public presentation.

Language Requirements:

  • Fluency in written and spoken English is an absolute necessity;
  • Fluency in written and spoken Filipino is required;
  • Able to express ideas in concept notes, formal proposals, discussions, and public presentation in clear and concise manner.


Annual Salary: PHP 1,008,435,-  p.a. (Inclusive of Social Benefits)

Other benefits include 30 days’ annual leave.

The selected candidate will work based in Manila, Philippines, and report to UNESCO Jakarta Office.
