CARE International Switzerland (CIS) is a registered international INGO in Sudan since July 2009. CARE’s vision is to seek a world of hope, tolerance and social justice; where poverty has been overcome and people live in dignity and security. CIS has been actively involved in emergency and early recovery interventions in WASH, health, nutrition, food security, livelihoods, peace building and women empowerment. CARE is seeking to develop climate resilient strategic plan, which will enable to set priorities, and focus resources toward common goals of eradicating poverty and social injustice.
A number of vulnerability indices[i] rank Sudan among the most vulnerable countries in the Africa to the impact of climate variability and change. Changes in climate pose challenges to Sudan’s government and humanitarian actors’ effort to combat poverty, reduce food insecurity and sustainable manage natural resources. Climate projections in Sudan include increases in temperature, increased unpredictability of seasonal rains, increased incidence of drought, rising sea levels and higher storm surges. As an example, in North Darfur, reduction of rainfall, in combination with increased water demand and land use change, has contributed to desertification of thousands of hectares and depletion of water sources over the past few decades. In addition to declining productivity of crops and livestock, and competition over land and water resources, conflict triggered displacement to more than 2.5 million people, who live under conditions of persistent food insecurity and high rates of poverty. High population growth adds pressure to an already strained natural resource base and social capital.
Sudan’s climate range from desert and semi-desert in the north to arid savannah in the east, west and south, with seasonal rains in central areas between El Obeid and Atbara. Mean annual temperatures vary between 26ºC and 32ºC across the country. The most extreme temperatures are found in the far north, where summer temperatures can often exceed 43ºC and sandstorms blow across the Sahara Desert from April to September. The main rainy season is from May to October, with precipitation ranging between less than 50 mm in the extreme north to more than 1500 mm in the extreme south.
According to IPCC, Sub-Saharan Africa’s already high rates of under nutrition and infectious disease can be expected to increase compared to a scenario without climate change. Particularly vulnerable to these climatic changes are the rain fed agricultural systems on which the livelihoods of a large proportion of the region’s population currently depend. As agricultural livelihoods become more precarious, the rate of rural–urban migration may be expected to grow, adding to the already signiﬁcant urbanization trend in the region. CARE Sudan would like to lead a detailed study to understand and produce evidence on the levels of youth and other disadvantaged groups’ vulnerabilities and adaptation strategies for its strategic engagement to address gender inequality, social injustice and build resilient community.
Assess the young people and women in agro-pastoralism in relation to their vulnerabilities to and impact due to climate change risks, and how they mitigate and adapt to these changes.
The study will cover East Darfur and South Kordofan states.
- Meta-analysis – desk based review with literature review and essential secondary data.
- Sudan’s climate change context analysis- desk review of secondary data at national and state level on key climate change hazards that young people and women face with specific focus on livelihood strategies (such as crop farming and livestock) in relation to migration/ in relation to conflict over natural resources.
- Primary research work in two states using tools such as CVCA – during this research work, the impacts of climate change on local communities (with specific attention to young people and women) are identified with specific attention to migration or conflict over natural resources. Also, the adaptation strategies of local communities are identified as well as recommendations are made for practical strategies to facilitate community-based adaptation to climate change.
- Produce evidence based report with clear analysis of the findings and make recommendations on strategic solutions and innovative opportunities for adapting to climate change for youth and women in rural areas
Main tasks/ outputs include:
- Inception Report which includes a proposal with methodologies to be used and initial review of secondary data.
- Work with key relevant technical institutions and experts to identify broader climate change issues, review existing and past climate change interventions level and particularly at local level
- Identify and review secondary data on key weather elements including rainfall, and temperature over 5 to 10 years period of time. Associate with other risks such as conflict and economic inflation.
- Identify and list the prevailing climate change hazards, their associated impacts
- Produce debriefing material with major findings to the field and Khartoum based technical staff to get inputs and feed backs prior to the production pf the final report

o Acceptable high quality final report (including but not limited to vulnerability analysis with detailed indicators of relevance to livelihoods outcomes, spatial database information, methodological section for framework used outlining rationales, association with geographic factors and livelihood outcomes and analysis of prevention, mitigation and adaptation opportunities, validated proposed interventions for managing the risks identified to build resilience for farming and pastoralist youth)
o Soft copy of the data
o Three to four case stories that come out of the CVCA supporting major findings and recommendations
- The consultant will scope with relevant stakeholders and actors in the sector both at national and state levels and review available reports
- Review existing data in Sudan including rainfall, temperature as well as trends of key hazards including floods, drought, conflict, and other risks
- Field visit to better understand the situation on the ground and use community participatory tools ideal for climate change risk assessment with youth, farmers and pastoralists in particular and affected community in general.
- Analyze the socio-economic impacts of the identified climate change hazards on the communities
The study areas include East Darfur, and South Kordofan and Kassla states
The consultant should use CVCA tool with other relevant tools to better understand the community level climate change issues. Other tools, which have strong relation with CVCA, might be used such as Climate risk maps, Community historic -Focus group discussion, Matrix ranking -Problem analysis, seasonality and timeline, Vulnerability mapping and profiling, and adaptation action planning
Key Competences and experience:
- At least 5 years of experience in climate change risk analysis, vulnerability mapping and analysis, climate change risk management especially with different community groups of farmers and pastoralist, institutions and humanitarian actors
- Analyzing climate and other hazards risk and opportunity from the humanitarian nexus perspectives and suggesting adaptive and mitigation strategies
- Work experience in climate risk management/ disaster risk reduction, especially in African countries, preferably Sudan
- Skill set in fact-finding in rural communities and in achieving results through persuading, influencing and working with others;
- Displays sensitivity and adaptability to different cultures, genders, religions, races, nationalities and age groups;
- Ability to understand concepts easily and to synthesize information from different sources into a coherent analytical document;
- Experience in dealing with policy issues related to Food Security and Nutrition and Poverty Reduction in the context of adaptation to climate change;
- Experience in environmental assessment, integrated land use planning and policy analysis and reforms especially involving climate change and its impacts in different sectors
- Experience in identifying strategic solutions and innovative opportunities for adapting to climate change for youth and women in rural areas
- Familiar with global climate change, youth and gender discussions
- Excellent English written communication skills, with analytic capacity and ability to synthesize issues and relevant findings for the preparation of quality documents;
Advanced degree in climate science, sociology, environmental science, environmental economics or related fields with working experience in GIS and other tools
Duration of Work
The period for the mission is 25 days maximum. The consultant is thus required to show how he/she plans to utilize the duration.
The consultant will work under the supervision of PDQ Country Coordinator
The criteria for assessing proposals shall include:
o Qualifications and technical competence of the applicants;
o Understanding of the assignment;
o Depth of experience as judged by past assignments and products
o Proposed quality assurance measures;
o The proposed plan to meet the multi-disciplinary nature of the task
o Realistic financial proposal.
