French Speaking Climate Experts (Deployment)


NORCAP seeks French Speaking Climate Experts to support our work to strengthen climate services in West Africa  

NORCAP is a world leading standby roster which consists of 700 highly qualified women and men ready to deploy to international operations, regional institutions and national authorities at short notice. In order to rapidly respond to our partners’ needs NORCAP is currently growing its capacity within technical areas of relevance for Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA), including within meteorology and climate services communication.

Specific background

Effective climate services are vital to reducing vulnerability to climate impacts. However, 70 of the most vulnerable and least developed countries do not yet have access to usable and scientifically credible climate information and forecasts. The Global Framework for Climate Services (GFCS) aims at pooling the expertise and resources of a number of organizations together through the development and incorporation of science-based climate information into planning, policy and practice at all levels tailored to user needs in five focus areas: Disaster Risk Reduction (DRR), water management, agriculture/food security, health and energy.

As a partner to the GFCS, NORCAP is seeking experienced Climate Service Experts who are interested in a challenge out of the ordinary.


 To support lasting capacity in the development of user-specific, actionable climate products and services at regional and/or national levels in close collaboration with user sectors and research organizations to ensure that climate products are linked to applications.

General Qualifications

  • Considerable experience from working with climate data and climate scenarios

  • Familiar with the institutional mandates and decision making processes of international humanitarian agencies and UN Organizations

  • Experience in supporting capacity development activities, including training of trainers, particularly in developing countries

  • Ability to communicate effectively with and relate to people of different cultures. 

  • Accustomed to handling large volumes of data, scientific or technical information to specialists and non-specialists to meet the needs of various users

  • Good interpersonal skills with experience in establishing inter-organisational networks and partnerships at the operational level

  • Demonstrated written, analytical, presentation, reporting and computing skills

Technical qualifications:

  • Advanced university degree in climate change, environmental sciences disaster risk reduction and a discipline relevant to any other of the area of GFCS (water management, agriculture/food security, health and energy)

  • At least 5 years of national, regional and/or international progressively responsible experience in one of the five priority areas of the GFCS  (disaster risk reduction, health, agriculture and food security, water, energy) –  of which at least three years in an international or regional organization;

  • Technical expertise on climate information services

  • Strong project management and coordination skills

  • Understanding of DRR frameworks, including Hyogo/Sendai Frameworks;

  • Experience from  cooperation with regional climate services centres, NHMSs and/or line ministries

  • Experience and a track record of significant achievement in linking climate information to application;

Practical Information:

  • Candidates are expected to be available for mission within the first 6 months of having been accepted to the roster.
