Job Description

CRWA is seeking a General Counsel/Policy Director to join our staff. The successful candidate will guide CRWA’s policy work, working closely with the executive director, and manage CRWA’s legal affairs. As CRWA’s advocacy is premised on our research and science, this position requires close coordination with CRWA’s science staff. The successful candidate will be capable of working effectively at all policy and advocacy levels--from grassroots campaigns to building coalitions for statewide and federal advocacy.  Litigation experience is strongly preferred for this position, which also requires the ability to challenge permits and bring environmental suits. Interest and experience in environmental justice work is a plus. This position reports directly to CRWA’s executive director

Qualifications

  • JD with 5 or more years of practice  
  • Practice in environmental law, water resources experience a plus
  • Litigation experience
  • Effective advocacy skills
  • Strategic thinker able to turn ideas into practice
  • Excellent written and verbal communication skills
  • Ability to work collaboratively in a team environment, and also independently   
  • Strong interpersonal skills  
  • Initiative; self-starter

Responsibilities

  • Work with the executive director and science staff to set policy priorities
  • Develop and advocate for CRWA’s positions before the public, and federal, state and local governmental boards and agencies
  • Analyze and comment on watershed projects, permits, regulations and policies
  • Conduct litigation and administrative appeals
  • Manage the legal affairs of CRWA; review contracts, support human resources, etc.
  • Work with CRWA’s Board of Directors to accomplish CRWA’s mission and to ensure good board governance
  • Write grants  
  • Lobby for environmental legislation
  • Engage and work in close coordination with the local environmental NGO community
  • Convene and serve on task forces and advisory committees
