International Water Utility Operations Specialist
Objective and Purpose of the Assignment
The objective of the assignment is to facilitate direct engagement with subsovereign entities which may
be capable to borrow but not yet properly set-up to access available financing options. The initiative
will start with four utilities – two each in Indonesia and Viet Nam. One of the expected outcomes is for
utilities to see ADB as the “go-to” partner for their investment requirements.
Scope of Work
The expert will work with two utilities each in Indonesia and Viet Nam to assess their current
operational performance and identify areas that require improvement to enhance operational efficiency.
The work will also involve providing support in assessing investment requirements to address the
required expansion and improvement in service delivery.
Detailed Tasks and/or Expected Output
The expert will carry out specific tasks, including, but not limited to, the following:
(i) Diagnose the operational status of four water utilities in two countries;
(ii) Assess the capacity of the utilities and determine which aspects of utility operations require
capacity building interventions;
(iii) Identify the priority investment area and develop an investment prioritization system;
(iv) Provide recommendation on improving asset management which is crucial to sustainability of water
(v) Develop an improvement plan for utility operations.
Minimum Qualification Requirements
The International Water Utility Operations Specialist will have 10 years of minimum experience in water
utility operations. Experience in developing countries would be an advantage. Preferably, he/she should
have practical experience in diagnosing utilities/water operators and providing strategic advice on
utility operational improvements.
