Objective and Purpose of the Assignment

The consultant is recruited to enhance capacity among key government counterparts in the Agriculture, Natural Resources and Rural Development Sector for strategic planning, institutional capacity, and policymaking under Output 3 “Capacity Building and Advisory Support Provided” of the F-TRTA. Scope of Work

The consultant will provide selected thematic analysis and policy advisory as outlined in detailed tasks and/or expected output.

Detailed Tasks and/or Expected Output

The specialists tasks are expected to include: Lead coordination and teamwork between ADB, government counterparts, and high efficiency irrigation system specialist, groundwater specialist, institutional development specialist, agri-business farms value chain development specialist and irrigation agronomist. (ii) in Punjab, prepare report for recommending water allowance of different canals with reference to water, soil, crop, land, and climatic conditions. (iii) in Punjab and KP, support groundwater specialist in (i) reviewing and/or preparing groundwater management plan, particularly groundwater monitoring, (ii) suggesting marginal quality groundwater, and (iii) suggesting measures to control salt-water intrusion into sweet acquirers. (iv) review integrated water resources management framework and prepare short-, medium- and long-term plan in coordination with institutional development specialist, later will define the institutional mechanism. (v) in view of new water policies and institutional changes, prepare road map of sub-sector investments and support for transformational engagement. (vi) in KP, prepare framework for canal command areas digitalization including land use, water, crops, and farmers which will serve multiple purposes for digital access to advisories, services, microfinance credit, water fee collection, and others. Contract inputs and/or time may be extended depending on assessments and other tasks needed by ADB and the government.

Minimum Qualification Requirements

The specialist should have a master’s degree in water resources or a related discipline and have at least 25 years of water resources development experience for canal irrigated agriculture systems. Regional or experience in Pakistan will be preferred. The specialist will be in the lead role coordinating with the other selected specialist and will provide following key inputs as per TORs
