About the Position

The Pacific Forest Trust (PFT) seeks a committed Project Manager to implement outreach, make the case, build support and assist in coordination of PFT’s Healthy Watersheds California project. Healthy Watersheds California (HWC) is an innovative initiative to enable the comprehensive restoration and conservation of the state’s primary source watersheds as essential components of its water system infrastructure. PFT is developing the policies, technical assessments, funding/financing, and implementation plans needed to leverage public and private capital to invest in comprehensive source watershed protection and restoration, similar to how built infrastructure is financed. This project will increase the climate resilience of key watersheds and enhance water security for 28 million water consumers, eight million acres of irrigated agricultural land and the freshwater of San Francisco Bay.

This position focuses on regional and stakeholder outreach and communications, building partnerships with key stakeholders, especially in the HWC watersheds region. The Manager advances awareness across all stakeholders and with key audiences and promotes implementation, including identification of and support for on-the-ground projects for the comprehensive restoration and conservation of the primary watersheds supplying California’s water system, specifically those watersheds supplying the Oroville, Shasta and Trinity/Lewiston reservoirs. The Manager plays a lead role:

  • in regional and stakeholder outreach and relationships, including with water contractors, state and federal agencies and NGOs, as well as partnership building;
  • assisting as needed in proposing and obtaining funding, including federal and state loans;
  • assisting as needed in developing the implementation structure; and
  • contributing to the development of information and communications materials explaining the benefits of the approach and project.

A well-qualified applicant will have a solid grounding in watershed/forest management, an understanding of the impacts of climate change on California’s natural communities, and experience in working with rural forest and watershed communities; and will be an excellent communicator in both orally and in writing, experienced and skillful in organizing stakeholders.

Reports to the President, works with PFT’s HWC team, including the DC infrastructure finance representative, and pro-bono and other advisors. Responsibilities include:

  • Be a lead spokesperson for HWC, communicating the importance, need for, and effectiveness of the project, primarily within the HWC region as well as with other key stakeholder audiences throughout the state.
  • Help develop and manage positive relationships with key stakeholders in the regional, governmental and water stakeholder communities.
  • Provide information, research and analysis documenting the benefits of the project and to support the project approach as needed.
  • Assist in development of implementation plans.
  • Assist in raising public, private and philanthropic funding for pre-implementation work, and help in development of proposals, interim and final reports.
  • Contribute to refinement and finalization of funding plans for the project, as needed.
  • Prepare weekly, monthly and quarterly reports on work implementation for use in both internal and external communications.


  • Experience in watershed lands restoration/conservation/management, with undergraduate degree in forestry, natural resources or relevant environmental management.
  • Excellent communication skills, both spoken and written.
  • Experience working with/in rural, forest/watershed communities.
  • Experience working with state, county or federal agencies.
  • Ability to work against strict deadlines.
  • Ability to work independently and within a team-oriented environment.
  • Excellent computer skills.
  • Interest in working with natural infrastructure to address climate change, protecting the environment and developing new funds for resource conservation/restoration.
  • A good sense of humor and comfort in establishing new models.

REPORTS TO the PFT President and works with PFT’s HWC team, including the Washington, DC infrastructure finance representative and pro-bono and other advisors.


We would prefer that this position be based regionally in one of the watershed counties (Trinity, Siskiyou, Shasta, Modoc, Placer, Butte), though it may be based in San Francisco at Pacific Forest Trust’s main office. There will be significant regional and some statewide travel.
