This position is based in our Water Branch. We are the strategic leaders of programs that manage and protect drinking water, water resources, coastal and aquatic areas. We are specialists in our fields and trusted advisors to our government and colleagues on issues affecting water. We lead the collaborative and strategic development of policy, standards, processes, tools, monitoring and training to manage risks and promote activities to protect health, water, and shorelines.

About Our Opportunity

The Wetland Water Resource Specialist works as a part of a team to oversee the implementation of the Nova Scotia Wetland Conservation Policy.  The Specialist ensures provincial and regional program goals and objectives are coordinated in cooperation with other government partners through application and delivery of a consistent wetland program across the province.

The Wetland Water Resource Specialist will be expected to use critical thinking, judgment and initiative to guide major regulatory processes with scientifically sound information. They demonstrate initiative in increasing awareness of complex business, environmental and scientific issues faced in the area of resource management, as well as demonstrating leadership and strategic thinking in the development and implementation of program strategies and improvements.

Primary Accountabilities

As a Wetland Water Resource Specialist, you will:

  • Support decisions on approval applications, provide recommendations and monitor work undertaken. 
  • Be considered one of the Department’s wetland experts and will be expected to use this expertise and knowledge of provincial and federal legislation and policy to review, analyze and provide advice on the approval/rejection of proposed wetland alterations.
  • Actively support the promotion and understanding of the Wetland Conservation Policy of Nova Scotia through training, development of guidance and tools, and stakeholder engagement. 
  • Provide advice to the department on all matters related to the Wetland Conservation Policy of Nova Scotia
  • Consult with senior management on policy and procedural matters
  • Provide technical assistance to regional office staff
  • Liaise with other departments; communicates regularly with municipalities, industry, academia; and assists with planning. 

Qualifications and Experience

As the successful candidate you will have a Bachelor’s Degree in a related field (earth sciences, biology, environmental sciences, etc.) plus a minimum of 2 years related experience.

You also possess: 

  • Demonstrated experience in wetland classification and delineation, including identification of hydrophytic plants, hydric soils, and wetland hydrology; and assessing wetland functions and values using a variety of methodologies and analyses of impacts to wetlands.
  • Experience recommending wetland mitigation and compensation strategies, conducting annual mitigation monitoring and reporting and preparing wetland assessment reports and approval application documents (experience in EA/CEAA process would be considered an asset).
  • Familiarity in water resource evaluation and planning, management strategies, quality and sampling methodologies and the natural communities, plant and/or animal species of Nova Scotia is also required. 
  • Ability to work as leader on multi-discipline teams, as well as independently, to meet deadlines; to adjust to changing priorities in the work environment; and to work effectively with other departments, levels of government, First Nations representatives, industry and the public is needed to be successful in this role.
  • Ability to negotiate and implement collaborative initiatives with a variety of potential partners
  • Strong interpersonal and conflict resolution skills, and excellent communication skills. 
  • Superior writing and public speaking ability and demonstrated ability to interact effectively with senior management and public at all age groups and background.
  • Knowledge and competency in computer software applications including relational databases, modelling, spreadsheets, word processing, imaging and graphics is required. 
  • Valid driver’s license.

We are seeking an individual who is passionate about wetland conservation approaches and their implementation.  The position will provide you with an exciting opportunity to demonstrate your creativity and initiative to advance provincial-level wetland conservation within a dynamic management paradigm.

The following will be considered an asset:

  • Experience in development and delivering of training initiatives and accreditation as biologist, geoscientist and/or Wetland Specialist.

Pay Grade:  PR 10 – PR 15  

Salary Range:  $2,121.77 – $3,155.27 Bi-Weekly
