DAI seeks interested Cooperating Country National (CCN) candidates for its USAID Indonesia Urban Resilient Water, Sanitation, and Hygiene (USAID IUWASH Tangguh) program to advance Indonesia’s development goals in increasing access to safely managed drinking water, sanitation and hygiene (WASH) in vulnerable urban areas and strengthening climate-resilient WASH services and water resources management.

Cooperating Country National (CCN) means an individual who is a cooperating country citizen, or a noncooperating country citizen lawfully admitted for permanent residence in the cooperating country.

Position Title: National Coordinator – Governance

Position Responsibilities: Prepare, implement, monitor, and report on IUWASH Tangguh’s governance activities in line with approved targets. Coordinate the overall IUWASH Tangguh governance program in the regions as well as with stakeholders at the national level (government, donors, the Indonesian Water Supply Association (PERPAMSI), Water Supply and Environmental Sanitation Working Group (Pokja-AMPL), and others). Conduct technical assessments to identify target locations in all target provinces: existing conditions, main issues, potential demand, other programs, and commitment from key local stakeholders (local government, regional parliamentary representatives and PDAMs) to support pro-poor programs.

Minimum Qualifications:

  • Bachelor’s degree in social science; environmental management; water; hygiene; economics; public policy; natural, earth, or physical sciences; business administration; or a related field.
  • 8 years of experience in national and local government planning, budgeting and policy development, and urban infrastructure development.
  • Experience facilitating technical working groups on policy reform.
  • Experience building collaborative institutional partnerships between government ministries and agencies.

Preferred Qualifications:

  • Master’s degree in social science; environmental management; water; hygiene; economics; public policy; natural, earth, or physical sciences; business administration; or a related field.
  • 10 years of experience in local government planning, budgeting and policy development, and urban infrastructure development.

About the USAID IUWASH Tangguh Project

USAID Indonesia Urban Resilient Water, Sanitation, and Hygiene (USAID IUWASH Tangguh) is a five-year Activity to advance Indonesia’s development goals in increasing access to safely managed drinking water, sanitation and hygiene (WASH) in vulnerable urban areas and strengthening climate-resilient WASH services and water resources management. In close partnership with the Government of Indonesia (GOI), USAID IUWASH Tangguh supports Indonesia’s work to achieve their Sustainable Development Goal (SDG) targets to ensure access to water and sanitation for all (SDG 6) and to make cities and settlements inclusive, safe, resilient, and sustainable (SDG 11).

Using an Integrated Resilient IUWASH Systems (IRIS) approach—which aligns actions and incentives between upstream and downstream actors, while crowding in collaboration with key stakeholders through partnerships that accelerate the enabling environment and key enabling factors, such as finance and data—the USAID IUWASH Tangguh team will provide technical assistance to GOI, private sector and civil society stakeholders to achieve four objectives: 1) Strengthened WASH and WRM Sector Governance and Financing; 2) Increased Access to Poor-Inclusive, Climate-Resilient, Safely Managed Drinking Water and Sanitation Services; 3) Improved Water Resources Management to Support Resilient Drinking Water Services; and 4) Increased Adoption of Behaviors and Improved Women’s Participation and Leadership Roles that Contribute to Improvements of WASH and WRM.
