Objective and Purpose of the Assignment

Aligned with Sri Lanka’s government water sector targets to increase the proportion of households with
access to safe drinking water to 100%, the proposed Climate Resilient and Sustainable Water Supply
Improvement Project (CRSWSIP) will rehabilitate and expand water supply coverage and improve the
operational efficiency of services and management to provide safe, efficient, and climate-resilient
water supply services in eight towns in the Western and Southern Provinces in Sri Lanka. Selected towns
in the Western Provinces are facing (i) increased high water demand due to fast development with new and
vertical settlements, (ii) unsatisfactory water services level, and (iii) business efficiency flaws.

Scope of Work

The national institutional and capacity development specialist will work closely with the international
WASH specialist team and WASH behavior change communication specialist to conduct the assignment.
To complement the water supply infrastructure and services improvements financed under CRSWSIP, TA-6612
REG: COVID-19 Infection Prevention and Control through an Integrated Water, Sanitation, Hygiene, and
Health Approach will finance the consulting assignment to(i) Design evidence-based WASH behavior change
communication (BCC) strategy and action plans for the project target towns; and
(ii) Provide capacity development and support to NWSDB and all the key stakeholders in the project
target towns in the implementation of effective WASH behavior change communication.

Detailed Tasks and/or Expected Output

(i) Conduct WASH stakeholder mapping in the project target towns, including a review of the WASH
programs and interventions supported by the government, development partners, NGOs and private sector
agencies in the 8 project towns;
(ii) Conduct the data collection and interviews for formative research in the target towns of CRSWSIP in
close cooperation with the national WASH BCC specialist;
(iii) Review the current institutional arrangements, roles, responsibilities and sector coordination
mechanisms in the WASH sector in Sri Lanka and provide recommendations for the CRSWSIP to support NWSDB
in sector coordination;
(iv) Identify and agree the roles and responsibilities of all the stakeholders in the implementation of
WASH BCC action plans;
(v) Conduct a capacity need assessment to assess the capacity of NWSDB and all the key stakeholders in
the project target towns to plan, implement and monitor effective WASH behavior change communication;
(vi) Develop a capacity development and training plan to support NWSDB and all the key stakeholders in
the project target towns in the implementation of WASH BCC action plans;
(vii) Lead the planning and implementation of capacity development events and the development of
training materials;
(viii) Develop a monitoring and evaluation plan with indicators and procedure for measurements to
regularly monitor and evaluate the impact and effectiveness of the behavior change communication
strategy and action plans.
(ix) Provide support and guidance to NWSDB to regularly monitor and evaluate the impact and
effectiveness of the WASH BCC campaigns and interventions, in accordance with the monitoring and
evaluation plan
(x) Conduct a review of the existing water and sanitation sector policies in Sri Lanka from WASH
perspective and identify policy gaps and provide recommendations to strengthen enabling environment for
COVID-19 infection prevention and control through WASH approaches.

Minimum Qualification Requirements

(i) University degree in public administration, social sciences, global health governance or in other
related fields
(ii) At least 10 years of experience in water, sanitation and hygiene (WASH) projects in Sri Lanka
(iii) Extensive experience in conducting institutional and capacity needs assessments and policy reviews
(iv) Demonstrated experience in the planning, implementation and monitoring of capacity development and
training plan
(v) Demonstrated experience to work with different stakeholders, including government, community, civil
society, and the private sector
(vi) Excellent written and spoken English language skills
(vii) Minimum General Experience: 10 Years
(viii) Minimum Specific Experience (relevant to assignment): 10 Years
